who collaborate <strong>on</strong> specific matters, such as joint procurements. To many local<br />

authorities collaborati<strong>on</strong> is a natural soluti<strong>on</strong> to attain the <str<strong>on</strong>g>best</str<strong>on</strong>g> possible<br />

envir<strong>on</strong>mental <str<strong>on</strong>g>and</str<strong>on</strong>g> social benefits, to achieve cost-efficient treatment <str<strong>on</strong>g>and</str<strong>on</strong>g> to<br />

guarantee the competence required. In 75% of the municipalities the collecti<strong>on</strong><br />

of <strong>household</strong> <strong>waste</strong> is managed by external actors, private companies, while the<br />

rest is managed by the municipalities themselves. In the same way, <strong>waste</strong><br />

treatment is effected either by the municipalities themselves or by an external<br />

actor, often a municipal enterprise or sometimes a private company. (AÖS.,<br />

8.2. Collecti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> transport<br />

Bulky <str<strong>on</strong>g>and</str<strong>on</strong>g> Hazardous <strong>waste</strong> are transferred by the <strong>household</strong>ers to <strong>on</strong>e of the<br />

recycling centers operati<strong>on</strong> in each of the Municipalities. Bulky <strong>waste</strong> is<br />

<strong>household</strong> <strong>waste</strong> that is too heavy, too bulky or for other reas<strong>on</strong>s inappropriate<br />

for collecti<strong>on</strong> in bags or bins. It may be for example broken furniture, toys,<br />

bicycles, or baby prams, but can also include garden <strong>waste</strong> or certain<br />

demoliti<strong>on</strong> <strong>waste</strong>. There are about 650 recycling centers in the country. These<br />

can h<str<strong>on</strong>g>and</str<strong>on</strong>g>le the main part of <strong>household</strong> bulky, hazardous <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>waste</strong> from<br />

electr<strong>on</strong>ic or electric equipment. During 2008 approximately 1,400,000 t<strong>on</strong>s of<br />

<strong>waste</strong> was h<str<strong>on</strong>g>and</str<strong>on</strong>g>ed to the municipal recycling centers, which corresp<strong>on</strong>ds to 154<br />

kg per pers<strong>on</strong>. Each recycling center received <strong>on</strong> average 8,240 visitors that<br />

year, or 5,3 milli<strong>on</strong> visitors in total. (AÖS., 2009)<br />

The <strong>on</strong>ly serious problem encountered in the recycling centers is burglaries<br />

from thieves <str<strong>on</strong>g>and</str<strong>on</strong>g> sometimes problems with people coming to the centers such<br />

as (arguments, lack of communicati<strong>on</strong>,etc). The measures taken in order for the<br />

thieves to be stopped is electric fences all around the facilities so that no <strong>on</strong>e<br />

can have access to them without permissi<strong>on</strong>. Another meter introduced by<br />

several of the municipalities is a barrier gate system at recycling centers to<br />

improve the safety, to get a functi<strong>on</strong>al system for access c<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> to obtain<br />

more accurate visiting statistics. This system is often combined with an entry<br />

card which gives <strong>household</strong>s the right to a certain number of free visits. For a<br />

fee, small entrepreneurs also have the possibility to use the services offered at<br />

the recycling centers in several of the municipalities. (AÖS., 2009)<br />

The producers’ system, with approximately 5,800 unmanned recycling stati<strong>on</strong>s<br />

for packaging <str<strong>on</strong>g>and</str<strong>on</strong>g> paper, are located around the country. The collecti<strong>on</strong><br />

systems should be formed in c<strong>on</strong>sultati<strong>on</strong> with both producers <str<strong>on</strong>g>and</str<strong>on</strong>g> local<br />

authorities. The recycling stati<strong>on</strong>s have separate c<strong>on</strong>tainers for newspaper <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

different types of packaging materials. Several municipalities have
