protected in any means. This can be achieved <strong>on</strong>ly by preventing or at least by<br />

reducing the negative impacts that, <strong>waste</strong> management <str<strong>on</strong>g>and</str<strong>on</strong>g> generati<strong>on</strong> creates<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> by reducing further <str<strong>on</strong>g>and</str<strong>on</strong>g> further the impacts of source use. This framework<br />

Directive sets a five step <strong>waste</strong> management hierarchy in the priority order<br />

shown below (Figure 1.):<br />

Highest priority is given to <strong>waste</strong> preventi<strong>on</strong> followed by preparati<strong>on</strong> for reuse,<br />

recycling, other energy recovery <str<strong>on</strong>g>and</str<strong>on</strong>g> disposal as the last <str<strong>on</strong>g>and</str<strong>on</strong>g> worst opti<strong>on</strong>.<br />

Policies may diverge from the hierarchy in the interests of minimizing overall<br />

envir<strong>on</strong>mental impact. This strategy sets out guidelines <str<strong>on</strong>g>and</str<strong>on</strong>g> describes measures<br />

aimed at reducing the pressure <strong>on</strong> the envir<strong>on</strong>ment caused by <strong>waste</strong><br />

producti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> management. The main thrust of the strategy is <strong>on</strong> amending i.<br />

the legislati<strong>on</strong> to improve implementati<strong>on</strong>, ii. Preventing the negative impact<br />

of <strong>waste</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> iii. Promoting effective recycling.<br />

In particular, the Directive sets a 50% recycling target for at least paper, metal,<br />

plastic <str<strong>on</strong>g>and</str<strong>on</strong>g> glass from <strong>household</strong>s - <str<strong>on</strong>g>and</str<strong>on</strong>g> possibly from other similar origins - to<br />

be met by 2020. This can work in favor of bio-<strong>waste</strong> recycling since bio-<strong>waste</strong> is<br />

the largest single fracti<strong>on</strong> of <strong>household</strong> <strong>waste</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Member States can include<br />

appropriate parts of it in the calculati<strong>on</strong> of the 50% target. The target will be<br />

subject to review by 2014.
