6.3. Policy instruments<br />

The framework for <strong>waste</strong> policy instruments is often introduced at nati<strong>on</strong>al<br />

level leaving the actual implementati<strong>on</strong> of practical measures to the lower<br />

levels of administrati<strong>on</strong>. The charge for <strong>waste</strong> collecti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> management is<br />

based <strong>on</strong> <strong>household</strong>s' floor space per capita in the vast majority of<br />

municipalities. To provide an incentive to prevent <strong>waste</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> increase recycling,<br />

some municipalities are developing a new system where in the <strong>waste</strong> collecti<strong>on</strong><br />

charge also depends <strong>on</strong> the amount of <strong>waste</strong> generated per pers<strong>on</strong> in the<br />

<strong>household</strong>. The coverage of costs has improved in recent years, with the charge<br />

now covering around 90 % of <strong>waste</strong> management costs. (EEA Report No<br />

Italy introduced a l<str<strong>on</strong>g>and</str<strong>on</strong>g>fill tax in 1996. The nati<strong>on</strong>al regulati<strong>on</strong> defines the upper<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> lower level of the tax but the regi<strong>on</strong>s determine the precise level within<br />

these limits. The regi<strong>on</strong>s also decide the destinati<strong>on</strong> of the tax revenues. The<br />

tax has an envir<strong>on</strong>mental dimensi<strong>on</strong> as regi<strong>on</strong>s can spend up to 20 % of the<br />

revenue <strong>on</strong> improving the <strong>waste</strong> management system, financing regi<strong>on</strong>al<br />

envir<strong>on</strong>mental protecti<strong>on</strong> agencies or protecting natural areas. In 2003, the<br />

nati<strong>on</strong>al Parliament announced that it would introduce a l<str<strong>on</strong>g>and</str<strong>on</strong>g>fill ban for <strong>waste</strong><br />

with a calorific value exceeding 13 megajoules per t<strong>on</strong> but the ban was not<br />

enacted until 2006 <str<strong>on</strong>g>and</str<strong>on</strong>g> took effect in December 2008.<br />

Some Mediterranean soils are undersupplied with <strong>organic</strong> matter <str<strong>on</strong>g>and</str<strong>on</strong>g> others<br />

are at risk of desertificati<strong>on</strong>. Compost can help restore the <strong>organic</strong> c<strong>on</strong>tent <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

for this reas<strong>on</strong> many regi<strong>on</strong>s have introduced individual measures to promote<br />

soil restorati<strong>on</strong> of farming areas using <strong>organic</strong> soil improvers. For instance, the<br />

Emilia-Romagna regi<strong>on</strong> provides farmers with subsidies of EUR 150–180 per<br />

hectare to promote the use of compost. The Italian Composting Associati<strong>on</strong> has<br />

developed a quality assurance system <str<strong>on</strong>g>and</str<strong>on</strong>g> label to guarantee <str<strong>on</strong>g>good</str<strong>on</strong>g> compost<br />

quality <str<strong>on</strong>g>and</str<strong>on</strong>g> some regi<strong>on</strong>s have introduced a regi<strong>on</strong>al quality label for compost.<br />
