Italy also set targets for collecting municipal <strong>waste</strong> separately. The first set of<br />

targets were agreed in 1997 <str<strong>on</strong>g>and</str<strong>on</strong>g> aimed at 35 % separate collecti<strong>on</strong> by 2003. The<br />

targets were ambitious in the light of the fact that separate collecti<strong>on</strong> at the<br />

time was <strong>on</strong>ly 10 %. Even though Italy had not yet met the 2003 target, a sec<strong>on</strong>d<br />

set of targets was set in 2006, aiming at a progressive improvement in the<br />

separate collecti<strong>on</strong> rate, from 40 % in 2007 to 65 % in 2012.<br />

Targets <strong>on</strong> recycling packaging <strong>waste</strong> were first introduced in 1997 <str<strong>on</strong>g>and</str<strong>on</strong>g> then<br />

updated in 2006 c<strong>on</strong>current with the targets <strong>on</strong> separate collecti<strong>on</strong> those in the<br />

revised Packaging Directive, except for those relating to plastic <str<strong>on</strong>g>and</str<strong>on</strong>g> wood,<br />

which have higher values than the <strong>on</strong>es set in the directive. The Italian<br />

legislati<strong>on</strong> provides for targets of 26 % for plastic <str<strong>on</strong>g>and</str<strong>on</strong>g> 35 % for wood, rather<br />

than the 22.5 % <str<strong>on</strong>g>and</str<strong>on</strong>g> 15 % respectively stipulated in the directive. (EEA Report<br />

6.2. Italian <strong>waste</strong> policy<br />

Italy has four administrative levels: nati<strong>on</strong>al, regi<strong>on</strong>al, provincial <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

municipal. Each has resp<strong>on</strong>sibilities for <strong>waste</strong> management. The Ministry of<br />

Envir<strong>on</strong>ment outlines the overall <strong>waste</strong> management strategy by establishing<br />

the legislative framework, setting targets at nati<strong>on</strong>al level <str<strong>on</strong>g>and</str<strong>on</strong>g> drawing up the<br />

‘Nati<strong>on</strong>al Waste Management Plan’. The regi<strong>on</strong>s prepare regi<strong>on</strong>al <strong>waste</strong><br />

management plans based <strong>on</strong> criteria defined in the nati<strong>on</strong>al legislati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

provinces develop <strong>waste</strong> management plans in c<strong>on</strong>formity with the regi<strong>on</strong>al<br />

The regi<strong>on</strong>s issue regulati<strong>on</strong>s in compliance with the nati<strong>on</strong>al legislati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

define the 'optimal areas for the management of <strong>waste</strong>' (ATOs) that are<br />

resp<strong>on</strong>sible for meeting the targets <strong>on</strong> l<str<strong>on</strong>g>and</str<strong>on</strong>g>filling BMW <str<strong>on</strong>g>and</str<strong>on</strong>g> separate collecti<strong>on</strong><br />

of municipal <strong>waste</strong>. The ATOs are supposed to represent a geographical entity<br />

where <strong>waste</strong> management is ec<strong>on</strong>omically feasible <str<strong>on</strong>g>and</str<strong>on</strong>g> generally corresp<strong>on</strong>d to<br />

province boundaries. Other countries have a similar approach of joining forces<br />

but there it is usually the municipalities themselves who decide if <str<strong>on</strong>g>and</str<strong>on</strong>g> with<br />

whom they cooperate. Every regi<strong>on</strong> must also formulate a plan for reducing<br />

l<str<strong>on</strong>g>and</str<strong>on</strong>g>filling of biodegradable <strong>waste</strong>. The regi<strong>on</strong>s define the <strong>waste</strong> streams to be<br />

collected separately <str<strong>on</strong>g>and</str<strong>on</strong>g> issue permits <strong>on</strong> c<strong>on</strong>structing new treatment capacity<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> upgrading existing plants. (EEA Report No 7/.,2009)
