Italy has steadily increased its separate collecti<strong>on</strong> of biodegradable <strong>waste</strong><br />

fracti<strong>on</strong>s (Figure 29.). The largest fracti<strong>on</strong>s collected are paper, food <str<strong>on</strong>g>and</str<strong>on</strong>g> garden<br />

<strong>waste</strong>. There are, however, large differences in the separate collecti<strong>on</strong> between<br />

northern, central <str<strong>on</strong>g>and</str<strong>on</strong>g> southern Italy. (EEA Report No 7/.,2009)<br />

Instead of transposing the percentage based targets set out in the L<str<strong>on</strong>g>and</str<strong>on</strong>g>fill<br />

Directive, Italy adopted targets based <strong>on</strong> the quantity (kilograms) of BMW<br />

produced per capita. That decisi<strong>on</strong> was based <strong>on</strong> two core reas<strong>on</strong>s: the lack of<br />

reliable data <strong>on</strong> the quantity of biodegradable municipal <strong>waste</strong> l<str<strong>on</strong>g>and</str<strong>on</strong>g>filled in<br />

1995 <str<strong>on</strong>g>and</str<strong>on</strong>g> the need to implement improved m<strong>on</strong>itoring at the local level.<br />

Moreover, every province is supposed to meet these targets <str<strong>on</strong>g>and</str<strong>on</strong>g> the per capita<br />

targets aim to ensure even implementati<strong>on</strong> throughout the country. Targets<br />

have been defined for 2011 <str<strong>on</strong>g>and</str<strong>on</strong>g> 2018. Italy transposed the L<str<strong>on</strong>g>and</str<strong>on</strong>g>fill Directive into<br />

nati<strong>on</strong>al law in January 2003, i.e. 18 m<strong>on</strong>ths after the deadline. As such the<br />

targets follow the intervals of the directive with a delay of two years.
