Operation JOINT GUARD<br />
Operation JOINT ENDEAVOR officially<br />
ended on 20 December 1996, and the IFOR gave<br />
way to Operation JOINT GUARD’s Stabilization<br />
Force (SFOR). Planned to last 18 months,<br />
JOINT GUARD built upon the success of JOINT<br />
ENDEAVOR—NATO-led forces had separated<br />
the former warring factions, allowed the transfer<br />
of land, moved heavy weapons into storage<br />
areas, and demobilized troops of the former warring<br />
factions. In essence, SFOR was a maintenance<br />
force responsible for deterring hostilities<br />
and contributing to a secure environment that<br />
promoted the reestablishment of civil authority.<br />
SOCEUR disbanded SOCIFOR on 20<br />
December and lodged command and control of<br />
all SOF inside Bosnia in the revamped CJSOTF.<br />
Now commanded by a U.S. SOF officer, the<br />
CJSOTF deployed the SOCCEs to each multinational<br />
division and LCEs to the Romanian<br />
Battalion, Hungarian Battalion, and Russian<br />
Brigade. In addition, SOF took on the responsibility<br />
of providing Joint Commission Observers<br />
(JCOs). These six-man teams roamed the country<br />
as “honest brokers” to establish communications<br />
between all the factions and the SFOR<br />
commanders. SOCEUR still had mission<br />
responsibility for CSAR, personnel recovery,<br />
CAS, and SR. Likewise, CA and PSYOP forces<br />
continued accomplishing under JOINT GUARD<br />
Operation JOINT FORGE<br />
On 20 June 1998, Operation<br />
JOINT FORGE began as the<br />
follow-on operation to<br />
Operation JOINT GUARD.<br />
JOINT FORGE had the same<br />
primary goal as JOINT<br />
GUARD—to maintain peace in<br />
Bosnia-Herzegovina and sustain<br />
the conditions necessary to rebuild that<br />
nation. To carry out this mission, NATO continued<br />
the SFOR, comprised of forces from both<br />
NATO and non-NATO nations. SFOR ensured<br />
the peace, kept the troops of the former warring<br />
factions demobilized, and prevented the revival<br />
of hostilities.<br />
The primary changes in Operation JOINT<br />
FORGE were in the SOF’s command structure<br />
and missions. In JOINT FORGE, the CJSOTF<br />
consolidated operations with FOB 103. The<br />
combined headquarters exercised command and<br />
control over all U.S. SOF in MND-North. The<br />
combined CJSOTF/FOB reported directly to<br />
SOF LCE attached to the Russian Brigade. LCEs<br />
lived and worked with coalition partners.<br />
