• Although there are pilot projects that tried to transfer the management of activities into the hands of
private actors, these initiatives never moved to the next level ensuring private sector autonomy and a
leading role in the economy.
• The critical aspects related to enhancing the role of the private sector in the economy are seen as linked
to the lack of skills and local capacity (Private Sector Goal #3).
• Historically the Government is perceived as having more authority than the private sector. This affects
both entrepreneurial projects, the ability/trust to tackle potential difficulties encountered in running
private business or applying for SMEs funding.
Recommendations were made to support the achievement of the Goal:
• The concept of Public-Private partnerships should be further explored, and it is perceived as the “way
out” a dependency of the Yapese economy on the Public Sector.
