Positive aspects towards the achievement of the Goal:
• An Office of Quarantine is in place and implements effective bio-security programs.
• An invasive species task force was established including other agencies DAF, MRMD, and EPA.
Critical aspects were highlighted that may affect the final achievement of the Goal:
• Limited funding and personnel are perceived as the core critical factor.
Recommendations were made to support the achievement of the Goal:
• Increasing the number of the agencies and departments involved in the eradication of invasive species
was highly recommended.
Environment # 8: Create sustainable financing mechanisms for environmental and sustainable resource
initiatives (FSMES, NBSAP).

Positive aspects towards the achievement of the Goal:
• There are public fora and action plans that target the Goal: FSM Environmental Summit, National
Biodiversity Strategic Action Plan (national level), Yap Biodiversity Strategic Action Plan (state level).
• The Micronesia Conservation Trust (MCT) is successfully acting as NGOs funding collector and resources
allocator supporting small local NGOs.
• Establishment and support for effective management of several MPAs and locally managed marine areas
(LMMAs) have been led and provided by YapCAP and the MRMD.
Critical aspects were highlighted that may affect the final achievement of the Goal:
• The minimal level of direct participation/assistance to individual/households due to the lack of skills to
access financial mechanisms has been highlighted as a critical factor.
Recommendations were made to support the achievement of the Goal:
• There is the need to map through a comprehensive picture of all the initiatives that target and fund
environmental issues.
• Yap-Cap can play a very positive role helping communities to draft small grant proposals at the
community level.
