METHODOLOGY
The Standing Committees will articulate their work on each assigned topic as follows.
a. Mapping the problem
1. The Problem affects Yap from having different angles:
• Local
• Regional
• Global
2. Are the initial problems identified the most critical to be addressed? Not surface
problem, but underlying causes.
3. Determine the relationship between different contributing factors to focus on the Local
level.
b. Clarifying Expectations
1. WHAT parts of the problem can be controlled/affected at Local level: What can Yap do?
2. WHO can act on the problem at State Level? WHO are the ACTORS?
c. Results Setting
1. WHAT are achievable goals under the full control of the State? Determining short, mid
and long term interventions that may be necessary for a sustainable solution.`
2. HOW budget and human resources influence the process? How can Budget, Human
Resources and the projects’ implementation be monitored? [CAPACITY]
d. Recommendations Draft
1. Defining WHO/which Departments/Organizations should consider this issue in their
planning and monitoring. Identifying the partnership that may be necessary to
effectively address the problem.
2. Defining WHAT are the goals.
3. Defining HOW budget and human resources should be planned to overcome the
problem. Identifying resources and sources that may be required to deal with the
problem. Addressing the roles that different stakeholders may need to play in solving
the problem.
4. Defining HOW can they be monitored.
