12. For example, teledensity rates in Chinese cities were 19 per cent as<br />

compared to 4.3 per cent in the rest of the country in 1996. This<br />

was a wider gap than Brazil, which is recognized as one of the most<br />

unequal societies in the world – with teledensity at 16.5 per cent in<br />

cities compared to 8.7 in the rest of the country (Winseck 2002: 29).<br />
