DME Global Regulations &
Standards
1
F. Bollon – Conference DME4 – Stockholm - 8 September 2010
The importance of regulations &
standards for DME industry
Importance of regulations: the example of LPG/DME
blends in China
Role of regulations: insuring the safe and fair use of
DME for producing, storing, transporting, trading,
using DME. Regulations are local or regional.
Importance of standards: the example of Japan which
want to import DME from abroad
2
Role of standards: defining the quality of DME for
producers and users, defining the test and sampling
methods to confirm this quality. Standards are
national, regional or international.
2 ISO working groups works on DME standards
The ISO TC28/SC5/WG4 managed by Mr. Kozo Harada and now
by Mr. Saburo Haruta works on DME sampling and DME
measurement and calculation. The group has published the ISO
29945 and starts another standard in July 2010.
The ISO TC28/SC4/WG13 managed by Mr. François Bollon about
DME specification and associated test-methods.
The working group 13 has been agreed by ISO TC28 in April 2007
The WG13 held 10 meetings since September 2007
The Annual Plenary Session of ISO TC28 on May 2010 agreed to
start a New Working Item (NWI) on DME specification standard
which means that the standard must be issued within 3 years. For
the test-methods associated to DME specification standard a Join
Working Group will be created to gather the people of WG13 and
of TC28 willing to work on DME test-methods
F. Bollon – Conference DME4 – Stockholm - 8 September 2010
The ISO DME standards
1 ISO standard about DME has been already published:
ISO 29945: Refrigerated non-petroleum-based liquefied gaseous
fuels -- Di-methyl ether (DME) -- Method of manual sampling on
shore terminals
4 ISO standards about DME have been prepared and 2 of
them proposed to ballot by ISO TC28
Not yet proposed to ballot
DME (Di-methyl ether) for fuels – Determination of water content –
Karl Fischer titration method - ISO/TC 28/SC 4 N 771 – NWI N 774
DME (Di-methyl ether) for fuels – Determination of impurities – Gas
chromatographic method - ISO/TC 28/SC 4 N 773 – NWI N 776
Already proposed to ballot
Di-methyl ether (DME) for fuels – Specifications - ISO/TC 28/SC 4
N772 – NWI N 775
DME (Di-methyl ether) - Measurement and calculation on board
ships – ISO/TC 28/SC 5 NWI N403
F. Bollon – Conference DME4 – Stockholm - 8 September 2010
The ISO DME standards
2 other ISO standards about DME for test-methods are
under scrutiny
DME (Di-methyl ether) for fuels – Determination of sulfur content by
ISO 20846
DME (Di-methyl ether) for fuels – Determination of Residue content
after evaporation and dryness by modifying the JIS standard JLPGA-
S-05
The test-methods standards must be reproducible and
repeatable
They must be confirmed by round-robin tests
9 laboratories agreed until now to be part of these roundrobin
tests (1 Canadian, 1 Egyptian, 3 Japanese, 2 Korean, 1
Polish, 1 Swedish)
Need your help for
Pushing the ISO TC28 members (National ISO
organizations) to participe the ballots for DME
standards
Giving your opinion to your National ISO
organization about the drafts of the ISO DME
standards
Pushing laboratories of chemical analysis to join
the DME test-methods’ round-robin tests
Improving the number of experts working on DME
standardization especially from countries like USA
and Russia
F. Bollon – Conference DME4 – Stockholm - 8 September 2010
The DME regulations
Regulations are local, national or regional affairs
The development of DME can be hindered by the
absence of regulations. The development of LPG/DME
blends in China has been stopped due to lack of
decisions on DME regulations about:
The percentage of DME which can be mixed with LPG
The kind of cylinders usable for these blends
The safety conditions of producing, transporting,
handling, storing, filling, using DME/LPG blends
Recently the Guangdong Province of China proposed a
draft of a regulation on DME/LPG blends: 液 化 石 油 气 二 甲
醚 复 合 燃 料
