However, the role <strong>of</strong> ministerial advis<strong>or</strong>s has been questioned in recent times.<br />

It has been suggested that they m<strong>or</strong>e active than just giving advice, and in<br />

some cases have a decision making role.<br />

In Australia, it is claimed by Walter 9 and others that there is clear evidence <strong>of</strong><br />

ministerial advis<strong>or</strong>s being used to make decisions, and direct staff, thus<br />

allowing governments to impose a barrier to scrutiny by the parliament.<br />

Abj<strong>or</strong>sensen 10 speaking <strong>of</strong> the British Parliament, said:-<br />

The f<strong>or</strong>mal delegation <strong>of</strong> ministerial auth<strong>or</strong>ity is easily justified in terms <strong>of</strong><br />

managerial efficiency and streamlined administration. But such a defence<br />

ign<strong>or</strong>es the affront to principles <strong>of</strong> ministerial accountability and the<br />

Westminster system that such empowerment <strong>of</strong> unelected, and<br />

unaccountable , individual inevitably entails. It represents a c<strong>or</strong>ruption <strong>of</strong> the<br />

executive, the parliament, and the civil service.<br />

Whilst there are some codes <strong>of</strong> conduct f<strong>or</strong> ministerial advis<strong>or</strong>s federally there<br />

is no such code in Vict<strong>or</strong>ia.<br />

In Vict<strong>or</strong>ia the Proust Review 11 gives auth<strong>or</strong>ity f<strong>or</strong> a new <strong>of</strong>ficer- the<br />
