Management of federally listed threatened and endangered species is conducted through<br />

the implementation of habitat-based management plans for riparian, estuarine, coastal, and<br />

upland areas (Estuarine and Beach Ecosystem Conservation Plan [Appendix B], the<br />

Riparian Ecosystem Conservation Plan [Appendix C] and the Listed Upland Species<br />

Management Program [Appendix D]). These management plans are based on the concept<br />

of programmatically managing vegetation communities in a manner that balances the<br />

requirements of federally listed and other species, their habitats and human activities.<br />

These management plans were developed in consultation with the USFWS through the<br />

development of biological assessments (BA) and biological opinions (BO), which contain<br />

the goals, objectives, and terms and conditions for managing federally listed species and<br />

their habitats on <strong>Camp</strong> <strong>Pendleton</strong>.<br />

Because federally listed threatened or endangered species present a special concern for<br />

wildlife management, <strong>Camp</strong> <strong>Pendleton</strong> regularly surveys and maps the location and<br />

distribution of these species and their related habitats. Information from these surveys is<br />

updated periodically and disseminated to <strong>Camp</strong> <strong>Pendleton</strong> land and resource managers,<br />

land users, and resource agencies to assist in the avoidance of impacts to the species.<br />

Surveys for listed wildlife species on <strong>Base</strong> are conducted to assist all parties in the<br />

avoidance of these species. Table 3-7 lists the special management seasons for federally<br />

listed threatened and endangered wildlife on <strong>Base</strong>. It is important to note that federally<br />

listed species are not surveyed within the Quebec, Whiskey, and Zulu impact areas due to<br />

safety concerns.<br />
