• IMDG Code – International Maritime Dangerous Goods Code.<br />

• SJÖFS 2003:15 – The IMDG code. The competent authority is the Swedish Maritime Administration.<br />

• ADR – Accord européen rélatif au transport internationel des marchandises dangereuses par route<br />

(European Agreement concerning the International Carriage of Dangerous Goods by Road).<br />

• ADR-S – The Swedish Rescue Services Agency’s regulations concerning the domestic transport of<br />

dangerous goods on and off road.<br />

• RID – Réglement concernant le transport internationel des marchandises dangereuses par chemin de fer<br />

(Regulations concerning the international carriage of dangerous goods by rail).<br />

• RID-S – The Swedish Rescue Services Agency’s regulations concerning the domestic transport of<br />

dangerous goods by rail.<br />

Transport casks<br />

Due to its content of radioactive substances, spent nuclear fuel, whether encapsulated<br />

or non-encapsulated, must be transported in Type B packages, according to the IAEA’s<br />

recommendations.<br />

A cask that has been approved according to the requirements for Type B packages has a very<br />

great ability to withstand stresses even in connection with serious accidents without losing its<br />

integrity or radiation-shielding capacity. This is verified both by calculations and by specified<br />

tests performed with a prototype cask. The tests include a drop from nine metres onto an<br />

unyielding surface, a drop onto a pointed test object, a heat test equivalent to a fire of 800°C<br />

for 30 minutes, and a pressure test equivalent to the water pressure at a depth of 200 metres. In<br />

general, transport casks for fuel more than meet these requirements, since the radiation shielding<br />

makes the cask very strong.<br />

The cask’s design is reviewed by the competent authority, which issues a cask licence specifying<br />

what the cask may hold. A licence for use in Sweden is issued by the Swedish Nuclear Power<br />

Inspectorate (SKI) or the Swedish Radiation Protection Authority (SSI).<br />

9.4.2 Permits<br />

The general Swedish provisions governing handling and transport of radioactive materials are to<br />

be found in the Nuclear Activities Act, the Radiation Protection Act and Transport of Dangerous<br />

Goods Act. The permit-issuing authorities are SKI and SSI.<br />

The permits needed to transport nuclear material or nuclear waste are of two types:<br />

• Permit to transport nuclear material or nuclear waste with a particular transportation system<br />

(equipment and organization).<br />

• Approval that a certain kind of goods, for example transport packages for a certain waste<br />

type, may be transported.<br />

The permits are subject to different conditions, such as:<br />

• Transport regulations must be complied with.<br />

• Pre-notification must be made of planned shipments.<br />

• Data on the waste to be transported must lie within certain limits.<br />

An application is made for a permit for the transport of a specific kind of goods. If another kind<br />

of goods is then to be transported, a new permit must be applied for.<br />
