In addition to the identific<strong>at</strong>ion required in Sub-Clauses 19.1 and 19.2, each of the<br />

envelopes shall indic<strong>at</strong>e the name and address of the bidder to enable the bid to be<br />

returned unopened in case it is declared l<strong>at</strong>e, pursuant to Clause 21, or the<br />

Evalu<strong>at</strong>ion Comrnittee declares the bid as non responsive pursuant to Clause 23.<br />

lf the outer envelope is not sealed and marked as above, the Empl<strong>over</strong> will assurrre no<br />

responsibility for llhClnisplacernent or prem<strong>at</strong>ure opening of the bid.<br />

Ileadline for Submission of the Rids<br />

Compiete Bids {including Technical and Financial) must be received by the Employer<br />

<strong>at</strong> the address specified above not l<strong>at</strong>er than the d<strong>at</strong>e indic<strong>at</strong>ed in appendix. In the<br />

event of the specified d<strong>at</strong>e for the submission of bids declared a holiday for the<br />

Employer, the Bids will be received upto the appointed time on the next working day.<br />

The Employer may extend the deadline for submission of bids by issuing an<br />

amendment in accordance with Clause 1O, in which case all rights and oblig<strong>at</strong>ions of<br />

the Employer and the bidders previously subject to the original deadline will then be<br />

subject to the new deadline.<br />

L<strong>at</strong>e Bids<br />

Any Bid received by the Employer a-fter the deadline prescribed in Clause 20 will be<br />

returned unopened to the bidder.<br />

Modific<strong>at</strong>ion and Withdrawal of Bids<br />

Bidders may modify or withdraw their bids by giving notice in writing before the<br />

deadline prescribed in Clause 20 or pursuant to Clause 23.<br />

Each Bidder's modific<strong>at</strong>ion or withdrawal notice shall be prepared, sealed, marked,<br />

anci cielivered in accordance with Clause 18 & 19, wid-r the outer and irrner envelopes<br />

additionally maTked "MODIFICATION" or "WITHDRAWAL", as appropri<strong>at</strong>e.<br />

No bid may be modified after the deadline for submission of Bids except in pursuance<br />

of Clause 23.<br />

Withdrawal or modific<strong>at</strong>ion of a Bid between the deadline for submission of bids and<br />

the expir<strong>at</strong>ion of the original period of bid validfu specified in Clause 15.1 above or as<br />

extended pursuant to Clause 15.2 may result in the forfeiture of the Bid security<br />

pursuant to Clause 16.<br />

E. BID OPENING AND EYALUATION<br />

Bid Opening<br />

The Employer will open all the Bids received (except those received l<strong>at</strong>e), including<br />

modific<strong>at</strong>ions made pursuant to Clause 22 tn the presence of the Bidders or their<br />

represent<strong>at</strong>ives who choose to <strong>at</strong>tend <strong>at</strong> time, d<strong>at</strong>e arrd the place specified in Appendix<br />

in the ma-nner specified iri Clause 20 and 23.3. In the event of the specified d<strong>at</strong>e of Bid<br />

opening being declared a holiday for the Emptroyer, the Bids will be opened <strong>at</strong> the<br />

appointed time and loc<strong>at</strong>ion on the next working day.<br />

Envelopes marked 'WITHDRAWAL" shall be opened and read out first. Bids for which<br />

an acceptable notice of withdrawal has been submitted pursuant to Clause 22 shail<br />

not be opened.<br />
