149. Maintenance and examination <strong>of</strong> safety lamps. – In every mine or part there<strong>of</strong> in<br />

which the use <strong>of</strong> safety lamps is for the time being required by or in pursuance <strong>of</strong> the<br />

regulations, the following provisions shall have effect, namely –<br />

(1) A competent person appointed for the purpose shall clean, trim, examine and<br />

lock securely all such lamps before they are issued for use, and no such lamp<br />

shall be issued for use unless it is in safe working order and securely locked.<br />

(2) A competent person appointed for the purpose shall examine every safety lamp at<br />

the surface immediately before it is taken belowground for use an shall assure<br />

himself, as far as practicable from external observation that such lamp is in safe<br />

working order and securely locked. \The person so appointed shall not perform<br />

any other duties, other than those prescribed under regulation 143(2).<br />

(3) A competent person appointed for the purpose shall examine every safety lamp<br />

on its being returned after use. \If on such examination, any lamp is found to be<br />

damaged or misused, he shall record the nature <strong>of</strong> the damage or misuse in a<br />

bound paged book kept for the purpose Every such entry shall be countersigned<br />

and dated by the manager.<br />

(4) The manager, assistant manger, under ground manager or a competent person<br />

appointed for the purpose shall, once at least in every seven days, examine<br />

thoroughly every safety lamp in use, and shall record the result <strong>of</strong> examination <strong>of</strong><br />

every such lamp in a bound paged book kept for the purpose.<br />

(5) No person shall be appointed as a competent person under this regulation unless<br />

he holds a Gas testing Certificate.<br />

150. Use <strong>of</strong> safety lamps. – (1) Every safety lamp shall be numbered, and so long as the<br />

lamp is in use the number there<strong>of</strong> shall be maintained in a legible condition.<br />

(2) A competent person appointed for the purpose shall maintain a correct record <strong>of</strong><br />

the lamps issued from and returned to the lamp-room, and in the record so<br />

maintained, the number <strong>of</strong> the lamp issued to and person shall be entered against his<br />

name.<br />

(3) If any person returns to the lamp-room a lamp other than the one issued to him,<br />

he shall explain the cause and circumstances <strong>of</strong> the change.<br />

(4) No unauthorized person shall either himself take or give out any safety lamp<br />

from the lamp-room.<br />

(5)Every person who receives a lamp shall satisfy himself that it is complete and in<br />

good order; and should he find any effect therein, he shall immediately return it to<br />

the lamp-room.<br />

(6) No. person shall willfully damage or improperly use, or unlock or open, or<br />

attempt to unlock or open any safety lamp.
