Provided that the provisions <strong>of</strong> this clause shall be deemed to have been<br />
complied with where electric or carbide lamps or lights are provided to<br />
every workperson;<br />
(iii) at the top ad bottom <strong>of</strong> every self-acting incline in regular use;<br />
(iv) at every place on a haulage roadway, at which tubs are regularly coup led<br />
or uncoupled or attached to or detached from a haulage rope;<br />
(v) at every place at which tubs are regularly filled mechanically;<br />
(vi) at every room and place containing any engine, motor or other apparatus<br />
in regular use; and<br />
(vii) at every first aid station below ground :<br />
Provided that in a mine or part where regulation 142 applies, the lighting<br />
fixtures shall comply with the provisions <strong>of</strong> the Indian Electricity Rules,<br />
1956.<br />
(2) The lighting provided in a mine shall, as far as possible, be so arranged as to<br />
prevent glare or eye strain.<br />
(3) Where electric energy is available at the mine, the lighting arrangement made<br />
undr sub-regulation (1) shall unless otherwise permitted by the Chief Inspector by an<br />
order in writing and subject to such conditions as he may specify by electrical means.<br />
(4) Where electric lighting is used, an additional light or lamp having no<br />
connection with electric supply shall be kept continuously burning –<br />
(i) belowground, in every shaft bottom or landing in regular use and<br />
(ii)<br />
in every engine room; and<br />
on the surface, after dark, at the top <strong>of</strong> every working shaft and in<br />
every engine room.<br />
(5)Every electrical lamp-fitting shall be so constructed as to protect it from<br />
accidental damage; and adequate precautions shall be taken to prevent lamps being<br />
damaged from shot-firing.<br />
147. Every person to carry a light. – The owner, agent or manager shall provide every<br />
person employed belowground with a light or lamp adequate to enable him to<br />
perform his duties in a proper and thorough manner and no such person shall proceed<br />
or remain belowground without such light or lam.<br />
148. Standards <strong>of</strong> lighting. – (1) If any doubt arises as to whether any amp or light is <strong>of</strong><br />
adequate lighting performance or not, it shall be referred to the Chief Inspector for<br />
decision.<br />
(2) The Chief Inspector may, from time to time, by notification in the Official<br />
Gazette, specify –<br />
(a) The type <strong>of</strong> lamp to be provided to specified categories <strong>of</strong> persons employed<br />
in a mine; or<br />
(b) The standard <strong>of</strong> lighting to be provided in specified areas or places in amine.
