Provided that this clause shall not apply to temporary structures, supports and coverings at the top<br />

<strong>of</strong> a shaft or winze which is in the course <strong>of</strong> being sunk an to the small lid <strong>of</strong> a shaft-covering<br />

operated by the rope cappel.<br />

Dead leaves or dry vegetation shall not be allowed to accumulate or remain, and<br />

combustible materials other than material required for use within a period <strong>of</strong> 24 hours,<br />

and inflammable materials, shall not be stored within a distance <strong>of</strong> 15 metres from any<br />

entrance to a mine, which is not effectively sealed <strong>of</strong>f from the workings belowground.<br />

No person shall light a fire or permit a fire to be lighted on the surface within a distance<br />

<strong>of</strong> 15 metres from any entrance to a mine, except by an order I writing <strong>of</strong> the manager<br />

and only for a special purpose specified in such order. All such orders shall be recorded<br />

in a bound paged book kept for the purpose:<br />

Provided that this clause shall not apply to boilers other than vertical boilers.<br />

(3) (a) Except with the previous permission in writing <strong>of</strong> the Regional Inspector and subject to such<br />

conditions as he may specify therein, no timber or other combustible material shall be used I the<br />

construction <strong>of</strong> or in connection with, any shaft lining or any room housing any machinery or<br />

apparatus belowgsround.<br />

(b) Wood cuttings shall not be left in any working belowgroud, but shall be removed to the surface<br />

at the end <strong>of</strong> every shift.<br />

©No person shall light a fire or permit a fire to be lighted in any workings belowground :<br />

Provided that –<br />

in the case <strong>of</strong> a mine to which regulation 142 does not apply, flame or electric welding or<br />

repairing apparatus may be used belowground if permitted by a order in writing <strong>of</strong> the<br />

manager or assistant manager or underground manager. Every such order shall specify<br />

person who shall be in charge <strong>of</strong> the apparatus; and it shall be the duty <strong>of</strong> such person to<br />

bring the apparatus back to the surface when no longer required belowgsround; and<br />

in the case <strong>of</strong> a mine to where the provisions <strong>of</strong> regulation 142 apply, a flame or electric<br />

welding or repairing apparatus may be used belowground if prior permission in writing<br />

has been obtained from the Regional Inspector and subject to such conditions as he may<br />

specify therein.<br />

No person shall leave a portable light or lamp belowground unless he has placed it in<br />

charge <strong>of</strong> some other person remaining therein.<br />

At the end <strong>of</strong> a shift, unless the mine is worked by a continuous succession <strong>of</strong> shifts, after<br />

all persons have left the mine, all lights shall be extinguished and all power cut <strong>of</strong>f :<br />

Provided that nothing in this clause shall be deemed to prohibit the running <strong>of</strong> a<br />

mechanical ventilator or auxiliary fan belowground after the shift is over.<br />

(f)<br />

Proper provision shall be made to prevent an outbreak <strong>of</strong> fire or spontaneous heating<br />

belowground or the spread <strong>of</strong> fire to the mine from any adjoining mine; and adequate<br />

steps shall be taken to control or isolate any such fire or heating that may occur. Where in<br />

the opinion <strong>of</strong> the Regional Inspector the provisions <strong>of</strong> this clause have not been<br />

complied with or the steps so taken are inadequate, he may, by an order in writing,<br />

require such aditional precautions or steps to be taken within such time as he may specify<br />

therein. If any such order is not complied with within the specified period, the Regional
