(2)(a) At every landing where it is necessary for persons to pass from one side <strong>of</strong> the shaft to the other, an<br />

adequate passbye shall be provided for enabling them to do so without entering or crossing the shaft. Every<br />

passbye so provided shall be not less than 1.8 metres high and 1.2 metres wide, and shall be kept clear <strong>of</strong><br />

all obstructions.<br />

(b) No person shall enter or cross, or be permitted to enter or cross the winding compartment <strong>of</strong> a shaft or<br />

winze except for the purpose <strong>of</strong> entering or leaving a cage or other means <strong>of</strong> conveyance or for undertaking<br />

an examination, repair or any other work therein; and no persons shall be allowed to work in any such<br />

space unless the cages or other means <strong>of</strong> conveyance, if any, have been stopped and adequate precautions<br />

have been taken for the protection <strong>of</strong> such person.<br />

93. Duties <strong>of</strong> persons riding or working in shafts – (1) No person shall get or <strong>of</strong>f a cage or other means <strong>of</strong><br />

conveyance after the same has been signalled to be set in motion or leave it until it has reached the<br />

appointed stopping place; nor shall any person ride on the top or edge <strong>of</strong> any cage or other means <strong>of</strong><br />

conveyance except when engaged in an examination, repair or any other work in the shaft or winze.<br />

(2) Every person, when at or about the top or bottom <strong>of</strong> a shaft or any inset, shall obey the lawful orders<br />

and directions <strong>of</strong> the banksman or bellman, as the case may be.<br />

(3)(a) NO person shall carry out any examination, repair or other work in any shaft while winding<br />

operations are being carried on; and no winding shall be carried on or permitted while persons are engaged<br />

in such examination, repair or work, except where winding is necessary for the same.<br />

(b) The person in immediately charge <strong>of</strong> any examination, repair or work in any shaft shall warn the<br />

banksman and the winding engineman that such examination, repair or work is about to be undertaken.<br />

(c) Every person while engaged in any examination, repair or other work in a shaft shall be accompanied by<br />

at least one other person; and all such persons shall be provided with effective safety belts unless otherwise<br />

efficiently protected against the risk <strong>of</strong> falling.<br />

(d) Every person engaged in trying out an examination, repair or other work in a shaft shall be protected by<br />

a suitable covering from objects falling from above. Every such person shall also be provided with a<br />

protective hat; and shall wear the same when so engaged.<br />

94. <strong>General</strong> precautions – (1) No unauthorised person shall enter or be allowed, in a winding engine room.<br />

(2) No adolescent or woman shall descend or ascend a shaft in a cage or other means <strong>of</strong> conveyance unless<br />

accompanied by one or more adult males.<br />

CHAPTER-X : Transport <strong>of</strong> Men and Materials – Haulage<br />

95. Haulage roadways – The following provisions shall have effect with respect to every length <strong>of</strong> road or<br />

roadway in a mine where materials are transported in tubs by means <strong>of</strong> gravity <strong>of</strong> mechanical power,<br />

namely :<br />

(1) Every such roadway shall –<br />

(a) be <strong>of</strong> adequate dimensions and, as far as practicable, shall be straight and <strong>of</strong> regular gradient; and<br />

(b) have tracks properly laid with rails <strong>of</strong> adequate section.<br />

(2)(a) Pulleys, sheaves and rollers that alter the direction <strong>of</strong> a rope shall be securely fixed.<br />

(b) No person shall guide or adjust a moving rope on to a drum, pulley, sheave or roller except with a lever<br />

or other proper appliance.
