(c) The operations and examination required under this sub -regulation shall be carried out<br />

by or under the supervision <strong>of</strong> the engineer or other competent person, who shall record<br />

the date and other particulars there<strong>of</strong> in a bound paged boo kept for the purpose, and shall<br />

sign and date the same.<br />

90. Precautions after recapping, etc - After every installation or recapping <strong>of</strong> a rope and<br />

after every renewal or refitting <strong>of</strong> any suspension gear, the engineer or other competent<br />

person shall, after the cages or other means <strong>of</strong> conveyance fully loaded with materials<br />

have made five trips up and down the working portion <strong>of</strong> the shaft, examine the cappel<br />

and other parts <strong>of</strong> the suspens ion gear to see that they are in proper working order. A<br />

report <strong>of</strong> every such examination shall be recorded in the book kept under regulation<br />

89(2), and shall be signed and dated by the persons making the examination.<br />

91. Examination <strong>of</strong> winding equipment – (1) It shall be the duty <strong>of</strong> the engineer or other competent person<br />

to examine –<br />

(a) Once at least in every 24 hours –<br />

(i)<br />

(ii)<br />

the attachment <strong>of</strong> the winding rope to the drum, the depth indicator, every part <strong>of</strong> the suspension<br />

gear in the shaft, including cages or other means <strong>of</strong> conveyance and their gates, and every external<br />

part <strong>of</strong> the winding apparatus, upon the proper working <strong>of</strong> which the safety <strong>of</strong> persons depends;<br />

and<br />

the brakes <strong>of</strong> the winding engines;<br />

(b) Once at least in every seven days –<br />

(i)<br />

(ii)<br />

each winding rope, by passing the rope at a speed not exceeding one meter per second; and<br />

the external parts <strong>of</strong> the winding engine, the guides and the signalling arrangements fitted in a<br />

shaft or winze;<br />

(c) Once at least in every 30 days, every winding rope, by passing the rope at a speed not exceeding 0.5<br />

metre per second. For the purpose <strong>of</strong> this examination, the rope shall be cleaned <strong>of</strong> any entrusted dirt and<br />

grease at all places particularly liable to deterioration and at other places, not more than 30 metres apart<br />

throughout the length, and any reduction in the circumference <strong>of</strong> the rope and the superficial condition <strong>of</strong><br />

the wires as to wear, corrosion, brittleness and fracture at every such place shall be noted; and<br />

(d) Once at least in every 12 months, the winding engine as to the condition <strong>of</strong> its internal parts.<br />

(2) A report <strong>of</strong> every such examination shall be recorded in a bound paged book kept for the purpose, and<br />

shall be signed and dated by the person who made the examination and countersigned and dated by the<br />

engineer, or where there is no duly qualified engineer, by the manger.<br />

(3) If on any examination made as aforesaid, there is discovered any weakness or defect by which the<br />

safety <strong>of</strong> persons may be endangered, such weakness or defect shall be immediately reported in writing to<br />

the engineer or other competent person and to the manager; and until such weakness or defect is remedies<br />

the winding installation shall not be used.<br />

92. Gates and fences – (1) At the tope <strong>of</strong> every shaft or winze and at every inset which is in use, there shall<br />

be provided suitably gates or fences which shall effectively close the openings into the shaft or winze at all<br />

times when a cage or other means <strong>of</strong> conveyance is not at the tope or the landing. Except with the<br />

permission <strong>of</strong> the Chief Inspector by an order in writing and subject to such conditions as he may specify<br />

therein, every such gate at the tope <strong>of</strong> a shaft shall be self-operating.
