(d) Except while riding in a bucket or other means <strong>of</strong> conveyance, no person other than the chargeman or a<br />
person authorised in writing by the manager, shall give any signal.<br />
(4) Every bucket or other means <strong>of</strong> conveyance in which persons or materials are conveyed, shall be <strong>of</strong><br />
strong construction and so maintained as to prevent persons or materials from falling.<br />
(5)(a) At the top <strong>of</strong> the shaft or at the landing where the bucket or other means <strong>of</strong> conveyance is normally<br />
landed, suitable doors or covering shall be provided. Except as may be required for the passage <strong>of</strong> the<br />
bucket or other means <strong>of</strong> conveyance, the doors or covering shall always be kept closed.<br />
(b)Where the shaft or winze has an indication <strong>of</strong> 35 degrees or more from the horizontal and exceeds 45<br />
metres in depth measured along its plane, persons working at the bottom shall also be protected by a<br />
suitable protective covering extending over the whole area <strong>of</strong> the shaft or winze, sufficient space being left<br />
therein only for the passage <strong>of</strong> the bucket or other means <strong>of</strong> conveyance; and the cover or scaffold shall be<br />
kept lowered –<br />
(i)if the shaft or winze is vertical to not more than 22.5 metres from the bottom; and<br />
(ii) in any other case, not more than 30 metres from the bottom :<br />
Provided that where special circumstances exist, the Chief Inspector may, by an order in writing<br />
an subject to such conditions as he may specify therein, grant an exemption from the provisions <strong>of</strong> this<br />
clause.<br />
(6) Not more than such number <strong>of</strong> persons as may be authorised by the manager shall be allowed to ride in<br />
the bucket or other means conveyance at one time; and a notice specifying such number shall be posted<br />
prominently at the top <strong>of</strong> the shaft or winze.<br />
(7) When tools, implements or other materials are lowered or raised, the banksman or chargeman, as the<br />
case may b e, shall see that -<br />
(a) the bucket is properly loaded;<br />
(b) materials are not loaded above the rim;<br />
(c) long timber, pipes, rails, tools or other material with ends projecting over the rim are securely fastened<br />
to the rope, chains or bow; and<br />
(d) the bucket, before being sent away, is steadied, and the bottom and sides there<strong>of</strong> are free from adhering<br />
material.<br />
(8) Where guides are provided, the bucket or other means <strong>of</strong> conveyance shall be raised slowly from the<br />
bottom <strong>of</strong> the shaft or winze, until the rider is picket up.<br />
(9) While persons are at work on any scaffold or platform in the shaft or winze, the following precautions<br />
shall be strictly observed :<br />
(a) The scaffold or platform shall be secured to the sides <strong>of</strong> the shaft in order to prevent it from swinging;<br />
(b) The opening for the passage <strong>of</strong> the bucket or other means <strong>of</strong> conveyance, shall be so protected as<br />
effectively to prevent anything falling through it;<br />
(c) The scaffold or platform shall not be lowered or raised except under the order <strong>of</strong> the chargeman or<br />
other competent person.<br />
88. Winding ropes, etc. – At every shaft where a rope is used for winding purposes, the following<br />
provisions shall have effect, namely :<br />
(1)(a) No rope, bar, link, chain or other attachment to a cage or other means <strong>of</strong> conveyance shall be used<br />
unless it is <strong>of</strong> good quality and manufacture, is free from any visible defect and is <strong>of</strong> adequate calculated<br />
strength :
