(9) Where the only means <strong>of</strong> egress in a mine is by apparatus worked by steam or electricity, precautions<br />

shall be taken to ensure that the two winding engines do not fail simultaneously, and in particular, in the<br />

case <strong>of</strong> electric winding engines, the engines shall be capable <strong>of</strong> being connected to two separate power<br />

supplies. Unless the Chief Inspector by an order in writing otherwise directs, the provisions <strong>of</strong> this subregulation<br />

shall be deemed to be satisfied if an emergency winding gear is maintained.<br />

(10)(a) Except in the ‘koepe’ system <strong>of</strong> winding, at the top <strong>of</strong> every shaft or winze where cages are used,<br />

suitable keps shall be provided and so arranged as to fall into the ‘on’ position when the operating lever is<br />

released.<br />

(b)At every inset where keps or folding platforms are provided, arrangements shall be made to lock the<br />

keps or platforms securely in the ‘<strong>of</strong>f’ position; and when in the ‘<strong>of</strong>f’ ‘ position, such keps or platforms<br />

shall leavel the shaft or winze clear for the passage <strong>of</strong> the cage. In every such case, a proper automatic<br />

indicator to show the position <strong>of</strong> the keps or platforms, as the case may be, shall be provided in such a<br />

position as to be easily seen by the banksman.<br />

(11)(a) Unless otherwise permitted by the Chief Inspector by an order in writing and subject to such<br />

conditions as he may specify therein every cage <strong>of</strong> other means <strong>of</strong> conveyance in which persons ride in a<br />

vertical or steeply inclined shaft or winze shall be –<br />

(i)<br />

(ii)<br />

(iii)<br />

(iv)<br />

covered completely at the top;<br />

closed in at the two sides in a manner sufficient to prevent persons or things from projecting<br />

beyond the sides;<br />

provided with a rigid hand-bar fixed in a position where it can be easily reached by all persons in<br />

the cage or other means <strong>of</strong> conveyance; and<br />

provided with suitable gates or other rigid fences such that the gap between the floor <strong>of</strong> cage or<br />

other means <strong>of</strong> conveyance and the lowest part <strong>of</strong> the gate <strong>of</strong> fence does not exceed 15 centimetres<br />

and that between any two members <strong>of</strong> the gate or fence does not exceed 25 centimetres. Gates or<br />

fences shall not open outwards; and they shall be so fitted and maintained that they cannot be<br />

accidentally opened.<br />

Provided that so much <strong>of</strong> this sub-regulation as requires a covering at the top shall not apply in a<br />

shaft or winze which is less than 30 metres in depth.<br />

(b) The floor <strong>of</strong> every cage or other means <strong>of</strong> conveyance shall be strongly constructed and so maintained<br />

to prevent any part <strong>of</strong> the body <strong>of</strong> a person riding in the cage or other means <strong>of</strong> conveyance from projecting<br />

beyond the floor.<br />

(12) Not more than such number <strong>of</strong> persons as may be authorised by the manager shall be a llowed to ride in<br />

the same cage or same deck <strong>of</strong> a cage or other means <strong>of</strong> conveyance at one time; and a notice<br />

specifying the number shall be posted at the top <strong>of</strong> every shaft or winze and at every inset and landing<br />

:<br />

Provided that where the Regional Inspector is <strong>of</strong> the opinion that the number so authorised is high, he<br />

may, by an order in writing, required the manager to fix a lower maximum number <strong>of</strong> persons as may<br />

be specified by him.<br />

(13)(a) Unless permitted by the Chief Inspector by an order in writing and subject to such conditions as he<br />

may specify therein, the total load when the authorised number <strong>of</strong> persons ride at any one time in any cage<br />

or other means <strong>of</strong> conveyance shall not exceed 60 per cent <strong>of</strong> the maximum load when materials are would.<br />

(b) No person shall, when ascending or descending a shaft, take with him any bulky material other than<br />

tools and instruments, except when engaged in repairing the shaft or with the written authority <strong>of</strong> the<br />

manager.
