(c) A printed copy <strong>of</strong> the code <strong>of</strong> signals, including additional signals, if any, shall be posted prominently<br />

at the top <strong>of</strong> the shaft and at every such inset and landing and also in the winding engine room.<br />

(d) No person other than the banksman, bellman or signalman shall give any signal unless he is an <strong>of</strong>ficial<br />

<strong>of</strong> the mine or is authorised in writing by the manager to give signals.<br />

(2)(a) Where the shaft or winze is vertical and exceeds 45 metres in depth, it shall be provided with<br />

sufficient number <strong>of</strong> guides to ensure smooth and safe travel <strong>of</strong> the cage or other means <strong>of</strong> conveyance.<br />

(b) Where rope guides are used, the cheese-weights or bottom clams shall be kept so exposed as to permit<br />

regular examination.<br />

(3) Above the topmost landing, ‘dogs’ or other devices for holding the cage or other means <strong>of</strong> conveyance<br />

in the event <strong>of</strong> an overwind shall be provided, or the guides, runners or receivers shall be sprung.<br />

(4) Where the shaft or winze is vertical, protective ro<strong>of</strong>ing or pent-house sufficient to prevent danger from<br />

anything falling in the shaft or winze, shall be provided and maintained at the bottom <strong>of</strong> the shaft or winze<br />

and at all landings where persons ascend or descend. The gap, both vertical and horizontal, between the<br />

protective ro<strong>of</strong>ing and the top <strong>of</strong> cage, when the cage is at the bottom <strong>of</strong> the shaft, shall not exceed 15<br />

centimeters.<br />

84. Manwinding – At every shaft or winze, other than a shaft in the course <strong>of</strong> being sunk, where a winding<br />

engine is used for the purpose <strong>of</strong> lowring or raising persons, the following provisions shall have effect,<br />

namely : -<br />

(1) In respect <strong>of</strong> every part <strong>of</strong> the winding installation, including pulleys or sheaves, cages, chains,<br />

distribution plates and detaching hooks, the following particulars shall be recorded in a bound paged<br />

book kept for the purpose -<br />

(a) Name <strong>of</strong> the manufacturer and the year <strong>of</strong> manufacture;<br />

(b) Specifications and dimensions;<br />

(c) Reference to every certificate supplied with the part; and<br />

(d) Any other detail that may be necessary or required by the Regional Inspector;<br />

All entries in the book shall be made and signed by the engineer or other competent person, and shall be<br />

countersigned and dated by the manager.<br />

(2) Whenever any part or article is replaced or any repaired part or article used in any winding installation,<br />

the fact <strong>of</strong> such replacement or repair shall be recorded in the book kept under sub-regulation (1).<br />

(3) Where drum-clutches are provided, the following provisions shall have effect, namely –<br />

(a) The operating gear <strong>of</strong> the clutch <strong>of</strong> the drum shall be provided with locking gear to prevent inadvertent<br />

withdrawal <strong>of</strong> the clutch.<br />

(b) Every engine used for the lowering or raising <strong>of</strong> persons shall have a suitable interlocking device so<br />

fitted that it is not possible –<br />

(i)<br />

(ii)<br />

to unclutch any drum unless the brakes <strong>of</strong> such drum are applied; or<br />

to release the brakes until the drum clutch is fully engaged and securely locked.<br />

(c) Unless the cage or other means <strong>of</strong> conveyance a ttached to the drum is resting at the bottom <strong>of</strong> the shaft,<br />

the drum shall not be unclutched unless the winding engineman has assured himself immediately<br />

beforehand that the brake is fully applied.
