(d) project at least one metre above the mouth <strong>of</strong> the shaft, winze rise <strong>of</strong> stope and above every<br />

platform, except where strong holdfasts or hand-rails are provided;<br />

(e) have rungs equally spaced and at a sufficient distance from the wall or from any timber to<br />

ensure proper foothold; and<br />

(f) be maintained in good repair.<br />

(2) Except in respect <strong>of</strong> the lowest 10 metres or a sinking shaft or winze, no ladder shall be placed at an<br />

inclination <strong>of</strong> more than 80 degrees from the horizontal.<br />

Provided that the Regional Inspector may, by an order in writing and subject to such conditions as<br />

he may specify therein, permit a ladder to be fixed at a steeper inclination.<br />

75. Provision <strong>of</strong> sollars etc. – (1) If a ladderway provided under regulation 73(1) exceeds 20 metres in<br />

depth and has an inclination <strong>of</strong> more than 30 degrees with the horizontal, platforms or sollars shall be<br />

provided at intervals <strong>of</strong> not ore than 15 metres along the underlie or slope <strong>of</strong> the shaft or winze. Where the<br />

inclination is more than 60 degrees from the horizontal, the platforms or sollars shall be provided at<br />

intervals <strong>of</strong> not more than 10 metres.<br />

(2) If a manhole is provided at any platform in any shaft or winze, it shall be placed behind the ladder<br />

leading up from the platform.<br />

(3) Every opening in a platform provided for the handing <strong>of</strong> timber or other materials shall be effectively<br />

closed <strong>of</strong>f from the rest <strong>of</strong> the platform.<br />

76. Guarding <strong>of</strong> ladderways. – (1) Every ladderway in a shaft or winze used for winding or other purposes<br />

shall be in a separate compartment or shall be adequately guarded from other compartments.<br />

(2) Every ladderway below any place or travelling roadway where persons are stationed or pas, shall be<br />

provided with a suitable cover <strong>of</strong> substantial fence or guard.<br />

77. Carrying <strong>of</strong> materials on ladderways. – No person shall carry or be permitted to carry a drill, tool,<br />

explosives or any loose material on a ladderway in a shaft or winze having an inclination <strong>of</strong> more than 45<br />

degrees from the horizontal except so far as may be necessary for carrying out repairs :<br />

Provided that nothing in this regulation shall prevent a person from carrying a drill, tool or<br />

explosives in suitable sling or container secured tot his person.<br />

CHAPTER-IX : Transport <strong>of</strong> Men and Materials – Winding in shafts<br />

78. Appointment <strong>of</strong> winding enginemen and their duties – (1) No person shall be<br />

appointed as a winding engineman unless he holds –<br />

(a) in the case <strong>of</strong> an electric winding engine <strong>of</strong> 75 h.p. or more or <strong>of</strong> a steam or compressed air winding<br />

engine which has cylinders exceeding 30 centimetres <strong>of</strong> diameter, a I Class Engine Driver’s Certificate<br />

and<br />

(b) in any other case a II Class Engine Driver’s Certificate:<br />

Provided that this clause shall not apply to the driver <strong>of</strong> an Electrical Winding Engine upto 30 h.p. or <strong>of</strong> a<br />

steam or compressed air winding engine which has cylinders not exceeding 18 centimetres in diameter and<br />

which is not used for raising or lowering persons.<br />

(2) Where special difficulties exist which made compliance with the provisions <strong>of</strong> sub-regulation (1) not<br />

reasonably practicable, the Chief Inspector may, by an order in writing and subject to such conditions as he<br />

may specify therein, relax and said provisions.
