(b) shall see that the safety lamp -room is kept in a neat and tidy condition, and that all damaged and<br />
defective gauges, glasses and other parts <strong>of</strong> safety lamps are not kept or stored in such room;<br />
(c) shall see that fire extinguishers or other means <strong>of</strong> dealing with fires provided in the safety lamps room<br />
are in good condition and readily available for use;<br />
(d) shall see that all records required by the regulations for the issue, return and maintenance <strong>of</strong> safety<br />
lamps are properly maintained; and<br />
(e) shall carry out such other duties relating to the maintenance, issue and return <strong>of</strong> safety lamps as may be<br />
specified by the manager or the undermanager or assistant manager.<br />
52. Duties and responsibilities <strong>of</strong> surveyors – (1) Every surveyor shall –<br />
(a) make such accurate surveys and levellings, and prepare such plans and sections and tracings there<strong>of</strong>, as<br />
the manager may direct or as may be required by the Act or by the regulations or orders made<br />
thereunder, and shall sign the plans, sections and tracings and date his signature; and<br />
(b) be responsible for the accuracy <strong>of</strong> any plan and section, or tracings there<strong>of</strong> that has been prepared and<br />
signed by him.<br />
(2) The surveyor shall record in a bound-paged book kept for the purpose –<br />
(a) the full facts when workings <strong>of</strong> the mine have approached to about 75 metres from the mine boundary,<br />
or from disused or waterlogged workings;<br />
(b) any doubts which may exists concerning the accuracy <strong>of</strong> the plans and sections prepared under these<br />
regulations; and<br />
(c) any other matter relating to the preparation <strong>of</strong> the plans and sections that he may like to bring to the<br />
notice <strong>of</strong> the manager.<br />
Every entry in the book shall be signed and dated by the surveyor and countersigned and dated by the<br />
manager :<br />
Provided that where in any mine two or more surveyors are employed, each <strong>of</strong> the surveyors shall make the<br />
entries aforesaid in respect <strong>of</strong> the workings in his jurisdiction or <strong>of</strong> the plans and sections in his charge.<br />
(3) Nothing in sub-regulation (2) shall absolve the owner, agent or manager <strong>of</strong> his responsibility under the<br />
Act and under these regulations or orders made thereunder.<br />
53. Duties and responsibilities <strong>of</strong> engineers – The engineer or other competent person appointed for the<br />
purpose –<br />
(a) shall, subject to the orders <strong>of</strong> the manager and other superior <strong>of</strong>ficial, hold general charge <strong>of</strong> all<br />
machinery at the mine; and shall be responsible for the proper installation, maintenance and safe<br />
working <strong>of</strong> such machinery;<br />
(b) shall, when any machinery is shifted or newly installed, see that it is given a trial run before it is put<br />
into use and shall be present during every such trial run;<br />
(c) shall be present throughout whenever any work is installing, changing or recapping <strong>of</strong> any winding<br />
rope, or <strong>of</strong> installing changing or annealing any suspension gear, is being carried on;<br />
(d) shall see that the provisions <strong>of</strong> the Act and <strong>of</strong> the regulations and orders made thereunder relating to<br />
the installation, maintenance, operation or examination <strong>of</strong> machinery are properly carried out by<br />
himself or by subordinate <strong>of</strong>ficials, competent persons or workpersons as the case may be, appointed<br />
for the purpose; and<br />
(e) shall, if mechanics, electricians or other subordinate <strong>of</strong>ficials or competent persons are appointed for<br />
the purpose, examine all reports, registers and other records relating to the installation, maintenance,<br />
operation or examination <strong>of</strong> machinery required to be made or kept in pursuance <strong>of</strong> the Act, these<br />
regulations or orders made thereunder, and shall countersign the same and date his signature.<br />
54. Duties <strong>of</strong> winding enginemen – (1) At the beginning <strong>of</strong> his shift the winding engineman shall examine<br />
the engine, brakes and all appliances in his charge, and shall satisfy himself that they are in good working<br />
order.
