(24) “permitted explosive” means an explosive manufactured by such firm and<br />

<strong>of</strong> such type as the Chief Inspector may from time to time specify by notification<br />

in the Official Gazette;<br />

(25) “public road” means a road maintained for pblic use an under the<br />

jurisdiction <strong>of</strong> any Government or local authority;<br />

(26) “quarter”means a period <strong>of</strong> three months ending on the 31 st March, 30 th<br />

June, 30 th September or 31 st December;<br />

(27) “railway” means a railway as defined in the Indian Railways Act, 1890;<br />

(28) “Regional Inspector” means the Inspector <strong>of</strong> <strong>Mines</strong> in charge <strong>of</strong> the region<br />

or local area or areas in which the mine is situated or the group or class <strong>of</strong> mines<br />

to which the mine belongs, over which he exercises his powers under the Act;<br />

(29) “river” means any stream or current <strong>of</strong> water, whether seasonal or<br />

perennial, and includes its banks extending up to the highest known flood level;<br />

(30) “roadway” means any part <strong>of</strong> a passage or gallery belowground which is<br />

maintained in connection with the working <strong>of</strong> a mine;<br />

(31) “Schedule” means a schedule appended to these regulations;<br />

(32) “shaft” means a vertical or inclined way or opening leading from the<br />

surface to workings belowground or from one part <strong>of</strong> the workings belowground<br />

to another, and includes an incline;<br />

(33) “signalman” means a person appointed to transmit signals;<br />

(34) “socket” means a shot-hole or part <strong>of</strong> a shot-hole remaining after being<br />

charged with explosive and blasted, and which is not known to be a misfired shothole;<br />

(35) “Support” includes timber-work, masonry, packwalls, sandpacks, ironwork,<br />

or any other form <strong>of</strong> support;<br />

(36) “tub” includes a wagon, car, truck, hutch, bandy, bucket or any other<br />

vehicle for conveying material, but does not include a railway wagon;<br />

(37) “underground Manager” means a person possessing a Manager’s<br />

Certificate appointed in writing by the owner, agent or manager to be in charge <strong>of</strong><br />

the whole <strong>of</strong> the underground workings or a specified portion there<strong>of</strong>, under the<br />

direction <strong>of</strong> the manager, and is thus superior to a mine foreman and a mining<br />

mate, and includes an Underground Agent;<br />

(38) “ventilating district” means such part <strong>of</strong> a mine belowground as has an<br />

independent intake airway commencing from a main intake airway and<br />

independent return airway terminating at a main return airway and, in the case <strong>of</strong><br />

mine or part there<strong>of</strong> which is ventilated by natural means, the whole mine or part;<br />

(39) “Winze” or “Raise” means a small shaft, either vertical or inclined, in the<br />

workings belowground;<br />

(40) “working place” means any place in a mine to which any person has<br />

lawful access.<br />

Chapter II – Returns, Notices and Records<br />

3. Notice <strong>of</strong> opening – (1) The notice required by section 16 <strong>of</strong> the Act shall be<br />

submitted in Form I or First Schedule 1[and a copy there<strong>of</strong> shall be submitted to the
