Provided that in the case <strong>of</strong> a person holding a matriculation or<br />

equivalent certificate, such certificate shall be submitted as<br />

evidence <strong>of</strong> age;<br />

a medical certificate obtained not more than two year prior to the<br />

date <strong>of</strong> this application, from a qualified medical practitioner not<br />

below the rank <strong>of</strong> a Civil Assistant Surgeon, or from a Certifying<br />

Surgeon certifying the candidate to be free from deafness,<br />

defective vision or any other infirmity, mental or physical, likely to<br />

interfere with the efficiency <strong>of</strong> his work; and<br />

a certificate from some person <strong>of</strong> good repute as to the general<br />

good conduct and sobriety <strong>of</strong> the candidate.<br />

(2) 1[After the 31 st December, <strong>1961</strong>] no person shall be admitted as a candidate at<br />

any examination for a Manager’s or Surveyor’s Certificate unless he has passed<br />

the matriculation examination <strong>of</strong> a recognised university, or its equivalent, and for<br />

a Foreman’s, Mate’s Engine-driver’s or 2[Blaster’s] Certificate unless he satisfies<br />

the Board that he is literate :<br />

3[Provided that nothing in this sub-regulation shall be deemed to debar a<br />

person, not satisfying the provisions there<strong>of</strong>, from being admitted at such an<br />

examination after the said date, if he had been admitted at a similar examination<br />

before that date].<br />

4[(3)(a) No person shall be admitted as a candidate <strong>of</strong> an examination for<br />

a Manager’s or Foreman’s Certificate, which is not restricted to mines having<br />

opencast working only, unless he has obtained a Mate’s certificate not so<br />

restricted and a Gas-testing Certificate and no person shall be admitted as a<br />

candidate at an examination for Manager’s or foreman’s Certificate restsricted to<br />

miens having opencast workings only, unless he has obtained a Mate’s<br />

Certificate;<br />

Provided that this clause shall not apply –<br />

(i) to a candidate for a Manager’s Certificate, if he already<br />

holds a Foreman’s Certificate granted under regulation 22<br />

or 23; and<br />

(ii) to a candidate for a Manager’s First Class Certificate, if he<br />

already holds a Manager’s Second Class Certificate granted<br />

under regulation 22 or 23.<br />

(b) Notwithstanding anything contained in clause (a), if a candidate satisfied the<br />

Board that he did not have sufficient opportunity to obtain a Mate’s or Gas-testing<br />

Certificate, the Board may admit him to the examination for a Manager’s or<br />

Foreman’s Certificate on such conditions if any, as it may think fit to impose].<br />

16. Practical experience <strong>of</strong> candidates for Manager’s Examinations – (1) No person shall<br />

be admitted as a candidate at any examination for a First or Second Class Manager’s
