Despite the complaints of publishers, distributors and booksellers
and outrage among the culturally-aware public concerning
another planned increase in VAT on books, 2011 can be considered
generally successful from the point of view of the book industry
in the Czech Republic. Indeed, according to some indicators
it has achieved record figures: record numbers of titles and
translations were published, while the e-book market really got
going. There is a continued lack of exact data on book publishing
and the book market, which is now also the case for the e-book
segment.
Record number of published titles
Judging by the number of mandatory copies submitted to the
National Library of the Czech Republic, which monitors book
publication in this country, in 2011 – after two years of decline – a
record 18,985 book titles were published (see Box I). About 2000
publishing entities contributed to this harvest of books. 1 Compared
to 2010 this represents a growth of more than 11 %; for a
comparison over the longer term, current book production in the
Czech Republic is about three times as high as it was in the
whole of Czechoslovakia before November 1989.
Not only is the double-digit increase in the number of book
titles printed in a year an absolute record in the history of publishing
in the Czech Republic, the pace of growth is reminiscent of
the revolutionary time at the beginning of the 1990s, when publishers
were making up for much of what was lost in the previous
forty years – banned, dissident and concealed authors, topics of
history and politics that for years were taboo and/or distorted,
etc. The fact remains that in real terms only about half of what is
produced makes it to the bookshops: the remainder is made up
of so-called “grey” literature, university textbooks and other
works produced for specific purposes. Of the overall number of
titles produced in the Czech Republic, fiction accounted for more
than 27 %, which is above average when compared with the
book production of most EU countries. The flipside of this is the
average cost of published titles, which evidently is kept down by
bestsellers, thus reducing the profitability of most links in the
book chain; there are not, however, any precise numbers to back
up this assertion.
In comparison with certain other EU states, book publishing
in the Czech Republic continues to be spread among a relatively
large number of publishing entities, although there is ever
more concentration in this field of activity. Last year the (almost
forty) largest publishers – private (see Box III) and presses of institutes
of higher education and state institutions (see Box V) –
published almost 40 % of the total number of titles. In these two
categories, a further 160 or so publishers can be considered
large; almost forty of these produced between 50 and 99 published
titles, while nearly 120 produced between 20 and 49. In
2011 some 170 publishers produced between 10 and 19 nonperiodical
publications. So it is that approximately 400 publishing
entities in the Czech Republic account for much of the volume of
Czech book production.
The most significant increase in book production in the
past year occurred at the Albatros Media a.s. publishing group,
which continued its expansion by the acquisition of several more
imprints; these activities will be reflected in their full extent only in
the course of 2012. Albatros Media a.s. is now active in Slovakia
as well as in the Czech Republic. In cooperation with partners
elsewhere in Europe it produces books in around ten European
languages (notably French, Spanish and Scandinavian languages),
and it also operates as a distributor.
For presses of institutes of higher education, universities
and institutions of central government the same criteria applied
in 2011 as in previous years. In most cases the extent of their
costs is incomparable with the extent of the costs incurred by
private publishers; they prefer to satisfy the needs of given
schools and their students and state institutions and their specialists,
and many of their publications are off-market. Their activities
can thus be described as constant.
Data on the registration of book publishers in accordance
with the ISBN international system of methodology (see Box II),
which the former Czechoslovakia did not join until 1989 (the
Czech Republic did so in 1993), provide a reliable indication of
the activities of publishers in the Czech lands since November
1989. As no registered publishing entity is ever removed from the

system, it includes defunct as well as active publishing houses
and also entities which are active but not currently practising the
activities of publisher. These statistical data provide a comprehensive
picture of the volume of publishing activities in the republic
since the Velvet Revolution and the denationalization of
the publishing industry. The National ISBN Agency estimates that
about half of the subjects currently registered as publishers are
active. In 2011 around 100 publishers of non-periodical publications
wound up their activities (in a total of c. 2500 since November
1989); 292 publishing entities were re-registered.
The composition of book production
In 2011 new titles – i.e. newly published books that are original
Czech works or translations – accounted for almost 89 % of the
total book production of publishing entities in the Czech Republic;
in absolute terms this is 16,886 titles from a total of 18,985.
This indicator does not deviate significantly from the trend set in
previous years. If we limit our analysis to works of Czech provenance,
we see that these account for almost 66 % of last year’s
total book production – in absolute terms, this is 12,471 titles.
The book production of Czech publishing entities in 2011
was naturally dominated by books in Czech, which accounted for
almost 86 %. A further 1276 titles were published in Czech with
parts in another language. In total 159 multilingual publications
were issued by Czech publishers last year; in comparison with
2010, this represents a fall of 20 %. As to books from Czech
publishing houses in foreign languages, English was again dominant
(779 titles). The share of non-periodical publications published
in English in 2011 accounted for 4 % of total book production.
In the period under review, titles in another 23 languages
were published in the Czech Republic.
The record number of book titles published in the Czech
Republic in 2011 is reflected in the record numbers of published
titles in fiction and children’s literature. The share of total book
production claimed by fiction grew to more than 27 %. Compared
with the composition of book production in other EU member
states with a well-developed book culture, this indicator is
above average. The share of last year’s total Czech book production
claimed by children’s literature was 8.3 %, while the share
claimed by school and university textbooks remained at more or
less the same level, at 8.4 %.

or the USA). It should be emphasized that artistic translation in
the Czech lands has a long tradition and is of a relatively high
standard. 2
The Czech Literary Translators’ Guild confers the annual
“Torturer’s Rack” award for poor translations, i.e. which demonstrate
an inability to translate text in a manner that is factually and
semantically correct and a disregard for the artistic intent of the
original, and which violate the code of ethics for the publishing of
works in translation. The announcement of the “winners” at the Book
World Prague fair always attracts the culturally-aware public.
In 2010 Czech publishers gave their readers translated
works in a total of 44 languages, some of which, such as Bangla,
Bosnian, Sanskrit, Somali and Flemish, are relatively uncommon
in the Czech Republic. The identity of the three most-translated
languages has remained unchanged since 1990. These are English,
which last year accounted for more than half of all published
translations, German (17 %) and French (some way behind at almost
5 %). Last year translations from the languages of Scandinavia
– led by Swedish – made a strong showing, evidently due
to the increasing popularity of Scandinavian crime fiction, the
work of the Swede Stieg Larsson in particular.
In 2011 the most-translated Slavonic languages were Slovak,
Polish and Russian. Titles translated from other Slavonic
languages have long been significantly less frequent: the total
published per year is usually around twenty. In 2011 there was
something of a breakthrough in this respect: a record 40 titles
were published (from Slovenian, Croatian, Serbian, Ukrainian,
Bulgarian, Sorbian, Belarusian and Bosnian). 3
E-books
In the past two years in particular e-books have become an established
feature of the Czech book market – both in terms of
their availability and the choice of titles and range of technologies
for their viewing and reading. Of course, the relatively small
Czech book market cannot be compared with the supply and
demand and economic potential of the book markets of the Anglo-Saxon
countries. Interest in e-books in foreign languages has
increased, however.
Translations
In 2011 the share of the total volume of Czech book production
claimed by works in translation was more than a third; 6514 titles
appeared (see Box I), again breaking the record for the number of
translations published in the Czech Republic in one year. The
Czech Republic remains among the world leaders in terms of the
high proportion of books in translation it produces and the importance
of these. This is logical when one considers the fact that
Czech is not a world language and the resulting need to open

At the end of 2011 it was estimated that around 80,000
electronic readers were in operation; it has been claimed in the
press that the figure is nearer 100,000. The fact that these are
growing rapidly in number is also due to falling prices. The Wooky
company has stated that in last year’s pre-Christmas period it
sold more than 9000 tablets of two types. This figure is corroborated
by sellers of e-books, who say that immediately after
Christmas and in January sales of e-books ordinarily show a significant
increase.
Also on the rise is the number of libraries that comply with
the wishes of their readers by lending e-books and electronic
readers. What they offer is so far limited mainly to Czech and
foreign works of literature that are not subject to copyright protection.
Many publishers and authors are hesitating over whether
to license their titles in e-book form for fear of their unauthorized
use by copying or other reproduction. Security through DRM
(Digital Rights Management) technology is currently reflected unfavourably
in production costs, as average sales of individual
e-book titles are not high. Data on the number of titles sold in
2011 – from those retailers who make this information public –
differs. Mostly sales are still in hundreds; only occasionally are
they in thousands. Sales are far fewer in number than e-books
available for free download on certain literature portals, where
the annual volume of downloads is in millions. 4
A basic question to be resolved in the Czech Republic is
the price of the e-book and how the proceeds of sales are divided
between publisher and author or copyright holder. Initially a
price approximately comparable with that charged for a DVD edition
of a film (around CZK 60 or 2.5 EURO) was considered acceptable,
the idea being that it would not pay off for internet enthusiasts
to invent ways of getting the title they wanted illegally.
Publishers, however, mindful of unavoidable costs incurred in the
preparation of e-books, inclined towards a price that was between
50 % and 70 % of that of the printed book. Experience has
shown that publishers had a better understanding of the reality
and that buyers accept this on principle.
Czech producers of e-books today include established
publishers already well known for their printed output as well as
new entities specializing in the production of e-books. The largest
sellers currently offer titles from between 40 and 90 Czech
and Slovak publishers of non-periodical publications. 5 Their catalogues
are dominated by Czech and Slovak authors, due largely
to questions of copyright.
Czech e-books are currently offered by around twenty internet
bookshops and literature portals. 6 Each publisher and
seller of e-books chooses a different marketing approach for the
introduction of e-book titles to the market. Usually this occurs
shortly after the title in question has reached booksellers in printed
form. There are, however, known cases of the introduction of
a book in electronic form before the publication of its printed edition
and of the setting of a low introductory price. As is the case
abroad (e.g. Amazon.com), the output of certain producers is
bound to a specific tool and technological platform for the display
of text and images. Also of interest are data on e-books in
which purchasers show no interest; according to different sellers,
this concerns between 10 % and 33 % of titles offered.
In the Czech Republic there are now specialist portals for
information on e-books, such as BookZ.cz (www.bookz.cz), with
contributions on the theory and practice of e-books, and BookFan
(www.bookfan.eu), a specialist “social” portal for book lovers which
contains evaluations of books and authors, rankings, and information
on what users have read, are reading and intend to read.
The topicality of the e-book in the Czech Republic was
testified by the fact that “The World of E-books” was a major
theme of the 17 th Book World Prague international book fair and
literary festival, which was held in 2011. Its separate stand and
special programme generated great public interest.
The National Library of the Czech Republic is at present
researching ways of establishing a National Digital Library (www.
ndk.cz), in which Czech electronic documents will be concentrated.
This project is largely funded by the EU as part of the Integrated
Operational Programme on electronic services for public
administration. Between 250,000 and 300,000 volumes are to
be digitalized: about 26 million pages of new documents by 2014
and a further 26 million pages between 2015 and 2019. All digitalized
documents and the corresponding metadata will be stored
and protected long-term in a reliable, internationally certified digital
repository and made available along with other digital documents
of the National Library of the Czech Republic.
An increase in VAT on books
The planned tax reform – which includes an increase in VAT on
books with the aim of introducing a unified rate in 2016 – has incensed
publishers and the culturally-aware public. A petition instigated
by the Association of Czech Booksellers and Publishers
calling for the protection of books had attracted 163,000 signatories
by the time it was closed on 31 December 2011. Publishers
argue that a VAT hike would have fatal consequences; there
would be a decline in book production and a reduction in sales,
threatening the existence of many publishers of non-periodical
publications and the future of certain types of literature, including
textbooks and specialist publications.
In this connection it is surprising that the taxing of e-books
– which in the Czech Republic are not subject to a reduced rate
of VAT as in many countries of the EU, unlike printed books – has

not provoked a greater reaction from the public or publishers.
And yet we are dealing with a book, albeit in a different form!
The Czech Republic is evidently creating a new world
record for the speed at which VAT is increased. Until 31 st December
2007, books were subject to a reduced rate (of 5 %), as in
many other countries with advanced book markets. Since January
2012 it has been at 14 %, and next year it is due to rise to
15 %. 7 This development has not passed without comment
abroad: in early November 2011 Jack McNamee, President of
the European Booksellers’ Federation, addressed a letter to the
Czech Prime Minister in which he referred to the practice of most
countries of the EU, where a reduced rate of VAT applies for
books.
Price policy
So far the ongoing increase of VAT on books in the Czech Republic
has not produced a pronounced increase in the price of books,
although to some degree there has been an increase, by stealth
before the new provision comes into effect. As a rule retailers
react to every mention of an increase in VAT; in this regard, the
books business is no exception.
Viewed objectively, publishers bear the entire risk for the
success or failure of the titles they introduce to the market, regardless
of whether they receive any support or subsidy for their
publication. So-called consignment sale – where books remain
the property of the publisher until they are sold, or are returned as
unsold after a deadline has passed – is very hard on them. In the
Czech Republic, as in certain other countries, a preferential postal
rate does not apply for the sending of books, while the taxation
of stock causes publishers to be very cautious when determining
the real cost of each title. On the part of publishers of non-periodical
publications, this leads to various forms of concealment
and the obfuscation of economic indicators.
Do the positives outweigh the negatives?
Information from sellers and distributors tells us that – due to the
ongoing world economic crisis – some decline and stagnation
occurred in the Czech book market in 2011. The most alarming
reports talk of a decline of 30 % in some periods of the year, although
last year’s pre-Christmas market recorded an unprecedented
revival. The e-book in the Czech Republic is surely about
to exercise a stronger influence on the book market as a whole;
the increase in activity suggests that this is no mere fad.
These are all small stones that will test the viability of the
Czech book market in the period to come. Culture in general (and
book culture in particular) is especially sensitive to economic crisis.
In the Czech Republic, a country with a tradition of a high
level of book culture and an above-average interest in books and
reading and the building of home libraries, the results of the latest
international research by PISA (the Programme for International
Student Assessment) – which document a decline in levels of
literacy among Czech children and pupils in the final years of
primary school and the early years of secondary school – have
given cause for alarm, as has the publication by the Institute for
Czech Literature of Czech Academy of Sciences and the National
Library of the Czech Republic of results of a survey 8 which give
further confirmation of a disturbing decline of interest in reading.
The above-mentioned survey also attested that since the
last investigation there has been a reduction in the number of
books purchased and the extent of funds invested in their purchase.
But respondents reported an increase in the number of
books read per year and the average number of minutes per day
devoted to the internet. This gives undeniable evidence of a turning
point in the way in which literature and specialist writings are
perceived in the Czech Republic. Evidently reading has not
ceased in the Czech Republic, but writings from the internet and
e-books are gaining an ever greater share.
Conclusion
So in terms of book publishing, the book market and their prospects,
how should we evaluate 2011 in the Czech Republic? The
Czech book industry demonstrated all the attributes of a country
with an advanced book culture, a relatively small book market
and an official language that is not of world significance. The industry
is not without problems, but it can pride itself on its successes.
What the Czech book market had to offer was very varied
in terms of theme and price. After a short period of hesitation
the book industry has been quick to react to technological developments
in the field. The work of clubs and associations, the
great number of events held, the lively maintaining of contacts
and interaction with other countries all testify to the fact that
books continue to occupy a leading position on the scale of values
of the people of this country at the heart of Europe.
The marvellous data showing a record number of book titles
in the Czech Republic published in 2011 tell us a lot; but
getting people – especially children and youngsters – interested
in books and book-reading is an enormous, never-ending task.
On a world level, prognoses for development in this respect are
not very positive. The Czech Republic continues its brave and
admirable fight, but tradition cannot be the only foundation of
book-reading. Fortunately we do not know the exact moment at
which the printed book will be reduced to the status of a romantic
icon of the past, as a certain German writer has predicted. In my
old-fashioned way, I am optimistic about the next twelve
months.

The purpose of the annual Magnesia Litera Book
Award is to find and promote best books from the
previous year. The award is presented by an independent
citizenship Litera consisting of the following
members: Academy of Science of the Czech
Republic, Czech Centre of International P.E.N.,
Czech section of IBBY, Writers’ Guild, Translators‘
Guild, Czech Literary Fund Foundation and Association
of Czech Booksellers and Publishers.
Prizes were awarded in 9 categories at the evening
ceremony on April 4th in the New Stage of
National Theatre. Czech Television broadcasted
the ceremony live. 35 Jury members (representing
scientists, writers, literary critics and publishers)
bestowed awards on the following literary efforts:

Prize for best Czech
book won by surrealistic
horror mystery
The eleventh awards ceremony for
the Magnesia Litera prizes ended in victory
for renowned Czech prose writer Michal Ajvaz.
In his award-winning book the sixty-three-year-old author has exchanged the
streets of old Prague – until now the characteristic setting for his stories – for the
Luxembourg Gardens in Paris. He also takes us to the French Riviera and a mysterious
desert island.
Passages of a philosophical
nature are interwoven
with the
surreal; sources of inspiration
include the
genres of fantasy and
horror. The investigation
of an unknown artificial
language – created by
Ajvaz for this purpose,
and in which several of
the book’s paragraphs
are written – is an important
component of
the work. Ajvaz left the
ceremony with 200,000
Czech crowns (c. 8000
euro) in prize money. Of more importance still is the commercial value of the
event, which was broadcast live by Czech Television. Also aired on television
were short profiles of all 24 shortlisted books. Soon after the announcement The
Luxembourg Gardens established itself among the ten top-selling books on the
Czech market, where it remained for several weeks.
The jury’s choice for best work of prose was Stay Tuned, a volume of short
stories by promising author Marek Šindelka (28) that takes a disillusioned view
of today’s world through various themes and genres. Of the works shortlisted in
the books for children category, the winner was Postman Wind, a collection of
playful poems by the highly regarded young poet and translator Radek Malý. The
Germany’s Herta Müller, winner of
the Nobel Prize in Literature, was a
guest at the awards ceremony.
Michal Ajvaz won the main prize and a financial
award of 200,000 Czech crowns
for his novella The Luxembourg Gardens.
Litera prize for poetry was claimed
by Radek Friedrich for the collection
Krooa Krooa, in which the
author tracks the country along
the Czech-Saxon border and
thrillingly depicts its scary legends
and bloody tales. The jurors
also awarded prizes to two books
that address Czechoslovakia’s
recent communist past: A Guide
to the Culture and Lifestyle of the
Czech Lands 1948–1967 (nonfiction
category) and A Cinematography
of Oblivion, a penetrative
work by Štěpán Hulík about the
neo-Stalinist purges at the Barrandov
film studios in the early
1970s (newcomer of the year category).
This year, as in previous years, nominees in seven categories were considered
by a jury composed from institutions and groups that are represented in the
Litera Civic Association – the Academy of Sciences of the Czech Republic, the
Czech Centre of the PEN Club, the Czech Section of IBBY, the Czech Literary
Translators’ Guild and the Association of Czech Booksellers and Publishers. The
winners were announced at a gala evening held in the building of the New Stage
of Prague’s National Theatre on 4 April from 8pm. Hosted by film actress Anna
Geislerová, the ceremony was based on the idea of a reading epidemic. German
writer Herta Müller made a special guest appearance. Distinguished participants
at the ceremony included the Speaker of the Chamber of Deputies and the Minister
of Culture.

Terms and conditions
¹¹ the grant is aimed at promoting the publication of translations of original Czech literature abroad
¹¹ it covers poetry, prose, drama and children’s literature; it does not cover factual literature, specialist literature
or the publication of excerpts or sections of translations
¹¹ priority is given to the promotion of contemporary literature
¹¹ there are no restrictions regarding the target languages
¹¹ the foreign publisher shall request the grant
¹¹ the grant is specifically aimed at covering the costs of translation; e. g. the translator’s fee in whole or in part
¹¹ it is also possible to apply for a grant for a title published up to half a year before the deadline
¹¹ if the book is not published within a year of the grant’s issue, the claim to the grant will be forfeit (in exceptional
circumstances, by application in writing, this time limit may be extended)
¹¹ the final decision on the grant will be taken by the Ministry of Culture of the Czech Republic on the basis of recommendations from
a special commission from the Arts and Libraries Department made up of writers, publishers, literary scientists and literary critics
¹¹ when considering the application, the range which the publisher devotes to the publication of Czech literature
will be taken into account
¹¹ the commission may ask for external expert advice
¹¹ the application has to contain the completed form and all the attachments within the form
¹ ¹

applications for the following calendar year always have to be submitted to the Ministry of Culture by November 15
¹¹ if the submitted application is incomplete, the submitter is required to resubmit the missing sections, otherwise
the grant application will not be accepted
¹¹ if there are any changes to the conditions which the publisher has submitted in his grant application, he is required to immediately
report these changes to the Ministry of Culture of the Czech Republic
Payment conditions
¹¹ the financial contribution will be sent to the publisher’s account via bank transfer following the publication of the book
¹¹ the transfer will proceed after 4 copies of the book have been sent (signed by the translator) along with documentation
detailing the finalisation of all financial obligations on the part of the publisher towards the translator of the book
