WHY<br />
To ensure a well-defined decision making structure with clear<br />
responsibilities and authority, that the structure is <strong>of</strong>ficially sanctioned<br />
and that it involves users to address problems.<br />
WHEN The sooner the better.<br />
Representatives <strong>of</strong> the Decision Making Structure will:<br />
• Develop a united vision and determine the scope and focus <strong>of</strong> the initiative.<br />
• Identify legal, policy, administrative, funding, technical, and other obstacles to the<br />
initiative.<br />
• Define and sanction initiative objectives, tasks, and timetables.<br />
• Garner support from other relevant decision makers (Agency CIO).<br />
• Monitor planning, implementation, and management <strong>of</strong> the initiative.<br />
• Define the operational requirements for the initiative.<br />
• Oversee the acquisition.<br />
• Resolve obstacles to implementation.<br />
• Review system performance.<br />
• Make recommendations concerning systems improvements, enhancements, and<br />
next steps.<br />

Identify an Agency “Executive Sponsor:” the one with ultimate<br />
accountability for the eFiling initiative with authority to sanction the eFiling<br />
initiative and make it an agency priority. This person is the champion,<br />
spokesperson and leader for the eFiling effort. Most likely this is your agency<br />
DAEO.<br />
Identify Agency Stakeholders: those agency people who will be affected by<br />
the eFiling initiative. Consider the intended users and those who have an<br />
indirect role in achieving successful eFiling. It is critical to:<br />
• identify the stakeholders,<br />
• determine their needs and expectations, and then,<br />
• manage and influence those expectations to ensure success.<br />
Establish the eFiling Decision Making Structure so those involved in the<br />
initiative will know roles and responsibilities.<br />
