Draft Nati<strong>on</strong>al Community Acti<strong>on</strong> TOC<br />

The most recent versi<strong>on</strong> of the draft Nati<strong>on</strong>al Community Acti<strong>on</strong> TOC is included in Appendix A,<br />

should be read left-to-right, and is a work in progress. The TOC explains the Network’s unique<br />

operating structure and articulates the assumpti<strong>on</strong>s the <strong>on</strong> which it is built as well as its l<strong>on</strong>gterm<br />

goals. The process of developing the document has led to important c<strong>on</strong>versati<strong>on</strong>s about<br />

what Community Acti<strong>on</strong>’s goals or results are and how these goals can be measured and<br />

analyzed, which we c<strong>on</strong>tinue to fine-tune. The assumpti<strong>on</strong>s have also sparked important<br />

c<strong>on</strong>versati<strong>on</strong>s about what Community Acti<strong>on</strong> practiti<strong>on</strong>ers believe about how change occurs,<br />

what they are actually doing, and how they can test these assumpti<strong>on</strong>s.<br />

When taken as a whole, the draft Nati<strong>on</strong>al Community Acti<strong>on</strong> TOC answers the six main TOC<br />

questi<strong>on</strong>s as follows:<br />

1. Who are you seeking to influence or benefit (target populati<strong>on</strong>)?<br />

Per a review of the CSBG Statute and in<strong>for</strong>mati<strong>on</strong> gathered via listening sessi<strong>on</strong>s with<br />

practiti<strong>on</strong>ers at every level of the Community Acti<strong>on</strong> Network, the Network believes poverty is<br />

defined by a lack of opportunity as well as the inability provide <strong>for</strong> basic needs, at both the<br />

family and <strong>community</strong> level. Thus, as noted in our Assumpti<strong>on</strong>s, Community Acti<strong>on</strong> targets<br />

families with low-incomes and the communities in which they reside.<br />

Notably, the Network targets families who would qualify <strong>for</strong> a majority of federal assistance<br />

programs, meaning they fall at or below 200% of the Federal Poverty Guideline (FPG). While<br />

CSBG funding restricts Community Acti<strong>on</strong>’s service provisi<strong>on</strong> to those at 125% of the FPG, the<br />

Network leverages $15 billi<strong>on</strong> in federal, state, local and private funding, allowing it to reach<br />

bey<strong>on</strong>d this limit and serve a greater number of people in need.<br />

2. What goals are you seeking to achieve (results)?<br />

As noted under our L<strong>on</strong>g-term Goals, the Community Acti<strong>on</strong> Network aims make families selfsufficient<br />

and revitalize communities. These goals are based <strong>on</strong> language found in the CSBG<br />

Statute Sec. 672(1) under “Purposes and Goals.” The benefits of family self-sufficiency and<br />

<strong>community</strong> revitalizati<strong>on</strong> are also c<strong>on</strong>firmed by resp<strong>on</strong>ses from all sectors of the network<br />

during listening sessi<strong>on</strong>s across the country and via web survey in early 2013.<br />
