Opti<strong>on</strong> One: Current CSBG IS Survey Secti<strong>on</strong> E Categories<br />
The first opti<strong>on</strong> would be to c<strong>on</strong>nect all of a local agency’s funding sources that are reported in<br />
Secti<strong>on</strong> F <strong>on</strong> the CSBG IS Survey to the CSBG funding through the current service categories.<br />
The current categories would be maintained, but would require clearer definiti<strong>on</strong>s that include<br />
the activities to be reported as well as guidance <strong>on</strong> how to categorize other Federal, state, local,<br />
and private funding sources. The strengths to this approach would be the c<strong>on</strong>necti<strong>on</strong> to the<br />
categories that are clearly listed in the CSBG Statute (Sec. 676 b.1.A.) and the comparis<strong>on</strong> ability<br />
to analyze data across multiple years. The challenges with this approach include not adequately<br />
capturing organizati<strong>on</strong>al investments and specifically ROMA activities including planning,<br />
<strong>community</strong> needs assessments and evaluati<strong>on</strong>. Also, categorizati<strong>on</strong> of an agency’s Federal,<br />
State, local, and private funding using the CSBG service categories would not adequately<br />
capture the use of those funds.<br />
