the four agencies’ spending, policies, and programs support rural communities’ ef<strong>for</strong>ts to be<br />
ec<strong>on</strong>omically vibrant and envir<strong>on</strong>mentally sustainable. As a part of this coordinated ef<strong>for</strong>t, the<br />
Partnership has identified <strong>per<strong>for</strong>mance</strong> measures that local, regi<strong>on</strong>al, and federal policymakers<br />
can use to assess the effectiveness of sustainable communities approaches in small towns and<br />
rural places.<br />
The Partnership focuses <strong>on</strong> a rural <strong>community</strong> c<strong>on</strong>text, because rural areas often lack the<br />
capacity or financial resources, have limited local government staff, experience, or funding, and<br />
have few resources dedicated to comprehensive planning, regi<strong>on</strong>al collaborati<strong>on</strong>, and other<br />
ef<strong>for</strong>ts to identify shared <strong>community</strong> goals and visi<strong>on</strong>s that can help shape growth and<br />
development. In additi<strong>on</strong>, rural communities may lack access to private and public capital,<br />
making it difficult <strong>for</strong> them to obtain funds <strong>for</strong> ec<strong>on</strong>omic development and revitalizati<strong>on</strong>. The<br />
result can be development that fails to take advantage of the communities’ assets, has limited<br />
l<strong>on</strong>g-term benefits, and creates l<strong>on</strong>g-term costs <strong>for</strong> the <strong>community</strong>.<br />

STRENGTHS: Many CAAs are located in rural areas and could benefit from looking at the data<br />
points that the Partnership suggests. These are broad measures that have been developed by a<br />
collaborati<strong>on</strong> of government agencies and their credibility is strengthened by the development<br />
through this approach. The measures that the Partnership puts <strong>for</strong>th are clearly defined and are<br />
used elsewhere across the government.<br />
CHALLENGES: The challenges with this approach begin with adapting these rural-specific<br />
indicators to a broader envir<strong>on</strong>ment. Many CAAs are located in remote rural areas, however<br />
there are also CAAs located in major cities. Many CAA service areas overlap both urban and<br />
suburban c<strong>on</strong>texts with varied needs <strong>for</strong> measurement. In additi<strong>on</strong>, the Network needs<br />
indicators that reflect the goals and missi<strong>on</strong> of Community Acti<strong>on</strong> and while infrastructure<br />
improvements and investments help build local ec<strong>on</strong>omies, many CAAs are not involved in this<br />
aspect of <strong>community</strong> work. Careful analysis will need to be given to each indicator that ensures<br />
it aligns with the strategies of the Community Acti<strong>on</strong> Theory of Change.<br />
Potential Per<strong>for</strong>mance Indicators:<br />
The following indicators have been pulled out from the comprehensive list and adapted<br />
bey<strong>on</strong>d the rural c<strong>on</strong>text. The following indicators are potential measures of <strong>community</strong><br />
level work <strong>for</strong> Community Acti<strong>on</strong>. The indicators have been pulled from the five goals of the<br />
Partnership: Promote Rural Prosperity, Support Vibrant and Thriving Rural Communities,<br />
Expand Transportati<strong>on</strong> Choices, and Expand Af<strong>for</strong>dable Housing.<br />
