CHALLENGES: Many of the indicators that are used in the Opportunity Index go bey<strong>on</strong>d the<br />
scope of the work of a Community Acti<strong>on</strong> Agency. The indicators are broad and it would be<br />
difficult to attribute the cause of any change directly to the work of a local CAA. For example,<br />
the Index uses the unemployment rate to measure the Opportunity Score <strong>for</strong> jobs in a county,<br />
however, the work of a CAA would need to be c<strong>on</strong>nected to the unemployment rate to show<br />
that the indicator is actually measuring the work of the agency, not other complex ec<strong>on</strong>omic<br />
factors. More in<strong>for</strong>mati<strong>on</strong> is needed from the Network to understand these challenges and to<br />
determine whether the Opportunity Index can be a useful tool to gauge progress towards<br />
revitalizati<strong>on</strong> of communities.<br />

Success Measures of Neighborworks America<br />
The Success Measures were developed by a core team of evaluati<strong>on</strong> and <strong>community</strong><br />
development professi<strong>on</strong>als with collective expertise in a broad range of evaluati<strong>on</strong> methods<br />
and <strong>community</strong> development program areas. Success Measures organizes tools to plan and<br />
c<strong>on</strong>duct evaluati<strong>on</strong>s using participatory methods and a comprehensive set of 122 indicators<br />
and 312 data collecti<strong>on</strong> instruments. Many n<strong>on</strong>profits and funders use Success Measures tools<br />
to measure the results of <strong>community</strong> development programs. Success Measures uses a<br />
participatory approach tailored to the specific interests of organizati<strong>on</strong>s and funders seeking to<br />
learn from and dem<strong>on</strong>strate the results of their programs and investments in communities<br />
nati<strong>on</strong>wide.<br />

STRENGTHS: The Success Measures approach necessitates surveys that could collect data <strong>on</strong><br />
the complex and unique <strong>community</strong> level work of Community Acti<strong>on</strong>. In additi<strong>on</strong>, Success<br />
Measures has tools to access data that goes bey<strong>on</strong>d the current NPI structure such as<br />
developing <strong>community</strong> leaders and accountability to the <strong>community</strong>. These are not areas that<br />
