CHALLENGES: Many of the indicators that are used in the Opportunity Index go beyond the
scope of the work of a Community Action Agency. The indicators are broad and it would be
difficult to attribute the cause of any change directly to the work of a local CAA. For example,
the Index uses the unemployment rate to measure the Opportunity Score for jobs in a county,
however, the work of a CAA would need to be connected to the unemployment rate to show
that the indicator is actually measuring the work of the agency, not other complex economic
factors. More information is needed from the Network to understand these challenges and to
determine whether the Opportunity Index can be a useful tool to gauge progress towards
revitalization of communities.
