Discussi<strong>on</strong><br />
Current NPI measures under Goal Six cover the areas of assistance <strong>for</strong> vulnerable elderly and<br />
individuals with disabilities, and in services <strong>for</strong> children and youth. They also include Emergency<br />
Assistance and Disaster Relief. Elements include Child Development, Family Development, and<br />
Family Supports. There is no count of the number of people who "achieve their potential."<br />
This goal is also difficult to understand as it has multiple elements in it which are not clear,<br />
specific or measurable. Definiti<strong>on</strong>s <strong>for</strong> vulnerability, potential, and strengthening would help to<br />
clarify what the goal intends.<br />
This goal also includes a secti<strong>on</strong> clearly marked and identified as "service counts" which is<br />
designed to dem<strong>on</strong>strate the scope of the services that are provided in emergency and disaster<br />
situati<strong>on</strong>s and to families who are nearing crisis in situati<strong>on</strong>s that are related to some basic<br />
need. As discussed earlier, the ROMA Next Generati<strong>on</strong> COE suggests these be placed in a<br />
separate supplement piece to the CSBG IS Survey.<br />
Adopting Outcome One or Two will require the Network to revisit who we capture under this<br />
goal. Is a senior citizen automatically c<strong>on</strong>sidered vulnerable just because of age? In this era<br />
where many individuals well over 55 are still active in employment and in their communities, it<br />
does not make sense to assume all are vulnerable.<br />
“As the year 2011 began <strong>on</strong> Jan. 1, the oldest members of the Baby Boom generati<strong>on</strong><br />
celebrated their 65th birthday. In fact, <strong>on</strong> that day, today, and <strong>for</strong> every day <strong>for</strong> the next<br />
19 years, 10,000 baby boomers will reach age 65. The aging of this huge cohort of<br />
Americans (26% of the total U.S. populati<strong>on</strong> are Baby Boomers) will dramatically change<br />
the compositi<strong>on</strong> of the country. Currently, just 13% of Americans are ages 65 and older.<br />
By 2030, when all members of the Baby Boom generati<strong>on</strong> have reached that age, fully<br />
18% of the nati<strong>on</strong> will be at least that age, according to Pew Research Center populati<strong>on</strong><br />
projecti<strong>on</strong>s. But d<strong>on</strong>’t tell Baby Boomers that they are old. The typical Boomer believes<br />
