decreasing reliance <strong>on</strong> public assistance.<br />

Discussi<strong>on</strong><br />
Lack of self-sufficiency may be defined in both ec<strong>on</strong>omic and n<strong>on</strong>-ec<strong>on</strong>omic terms. Ec<strong>on</strong>omic<br />
factors include both income and assets (as we have identified in the NPIs). N<strong>on</strong>-ec<strong>on</strong>omic<br />
factors may include such things as insecurity, powerlessness and susceptibility to violence<br />
(elements of "toxic stress"), and it often implies living in marginal or fragile envir<strong>on</strong>ments. To<br />
measure each of these comp<strong>on</strong>ents the Network would need to answer the following<br />
questi<strong>on</strong>s: Are families better off? What has changed?<br />
To answer this, the agency needs the data collecti<strong>on</strong> capacity to c<strong>on</strong>nect client characteristics<br />
to outcomes. Per a recent ROMA Implementati<strong>on</strong> Survey c<strong>on</strong>ducted by the ROMA Next<br />
Generati<strong>on</strong> COE, many agencies report that they can do this. Agencies also need to do an<br />
income assessment at two points in time to show change. Any agency without this capacity to<br />
do follow up will be unable to dem<strong>on</strong>strate a change. Note that this is true with all the goal<br />
areas, not just this <strong>on</strong>e.<br />
Outcome One is an ec<strong>on</strong>omic measure of increased self-sufficiency. If defined as movement<br />
above 100%, 125%, or 200% of the FPG the Network data would answer the following<br />
questi<strong>on</strong>s: How many achieved? How many made progress? But, how do we determine<br />
"number served" to use as denominator of the "success" ratio? Is it the number of people who<br />
entered at 100% poverty (so as to acknowledge that individuals and families starting at 75% of<br />
poverty or less will not move as quickly up the ec<strong>on</strong>omic ladder)? It would not be a good<br />
measure if the agency used every<strong>on</strong>e they served as the denominator. Many of the families not<br />
ready to move toward self-sufficiency would be captured under Goal Six - Low-income people,<br />
especially vulnerable populati<strong>on</strong>s, achieve their potential by strengthening family and other<br />
