Creating the Next Generati<strong>on</strong> of ROMA<br />

In summary, the ROMA Next Generati<strong>on</strong> COE will work to maintain the successful elements of<br />

ROMA while bringing current organizati<strong>on</strong>al development best practices into a revised and<br />

refined system. In sum, the items that ROMA Next Generati<strong>on</strong> will address are:<br />

1. Foster a <strong>per<strong>for</strong>mance</strong> culture in the network<br />

a. As Isaac Castillo said in 2010, “The first (and perhaps most critical) step in<br />

creating a culture of outcomes measurement is getting every<strong>on</strong>e to understand<br />

this simple statement: A n<strong>on</strong>profit should measure outcomes <strong>for</strong> a single reas<strong>on</strong><br />

– to improve the quality of services <strong>for</strong> clients.” (Leap of Reas<strong>on</strong>, pg. 95)<br />

b. Through the provisi<strong>on</strong> of tools and training, the ROMA Next Generati<strong>on</strong> COE will<br />

equip CAAs and State CSBG Offices with the tools they need to further foster a<br />

<strong>per<strong>for</strong>mance</strong> culture.<br />

2. Implement a Theory of Change process throughout the network<br />

a. This process at the nati<strong>on</strong>al, state and local levels will clearly describe<br />

i. The outcomes Community Acti<strong>on</strong> aims to achieve.<br />

ii. The programs and services CAAs provide.<br />

iii. The c<strong>on</strong>necti<strong>on</strong> between the results of these programs and services to<br />

the l<strong>on</strong>ger-term outcomes.<br />

iv. The importance of building <strong>on</strong> the <strong>community</strong> assessment to in<strong>for</strong>m and<br />

analyze feedback from a wide range of stakeholders<br />

3. Increase use of client demographic indicators and the well-established risk factors<br />

associated with them<br />

a. Local agencies track demographic in<strong>for</strong>mati<strong>on</strong> and apply it in <strong>community</strong><br />

assessments. Linking the risk factors associated with specific populati<strong>on</strong>s can be<br />

used to help improve program design and efficacy by better understanding what<br />

programs and services are needed <strong>for</strong> which populati<strong>on</strong>s and designing indictors<br />

that reflect these specific populati<strong>on</strong>s.<br />

b. A <strong>on</strong>e-size-fits-all approach is not appropriate <strong>for</strong> CAAs, since they must be<br />

nimble and innovative to address a wide range of needs and challenges. For<br />

example, a high percentage of the people CAAs serve are seniors, people with<br />
