simply reporting outcomes in the reporting <strong>for</strong>mat, rather than fully implementing each stage<br />
of the ROMA Cycle, thus reducing "ROMA" to a reporting tool. The complexity of ensuring over<br />
1,000 CAAs implemented the whole Cycle became an <strong>on</strong>going challenge <strong>for</strong> the Network, even<br />
though the reporting functi<strong>on</strong> of the Cycle did provide some important data about who<br />
Community Acti<strong>on</strong> serves and what it accomplishes. The ROMA Next Generati<strong>on</strong> COE is<br />
intended to remedy this challenge by developing training, tools, and general guidance <strong>for</strong><br />
agencies struggling to implement the full ROMA Cycle.<br />
The CSBG Annual Report receives c<strong>on</strong>sistent criticism from experts outside of Community<br />
Acti<strong>on</strong> who are actively engaged in <strong>community</strong> change. One criticism is that the listing of so<br />
many NPIs covering both outputs and outcomes makes it hard to get a sense of what the real<br />
results are. Sec<strong>on</strong>d, there are places where aggregati<strong>on</strong> leads to broad, difficult to define terms<br />
such as “addressing c<strong>on</strong>diti<strong>on</strong>s of poverty.” In additi<strong>on</strong>, the outcomes are not related to the<br />
c<strong>on</strong>text and the demographics of the populati<strong>on</strong>s served. Finally, there is no way to track multiyear<br />
results. Change doesn’t happen quickly <strong>for</strong> communities and families who fall at or even<br />
well below the nati<strong>on</strong>al poverty level. The ROMA Next Generati<strong>on</strong> COE will provide the<br />
Network with suggesti<strong>on</strong>s <strong>on</strong> how the NPIs might be updated to address these c<strong>on</strong>cerns.<br />
Comparing ROMA to Current Per<strong>for</strong>mance Management Systems and<br />
Literature<br />
As we revisit the elements of Community Acti<strong>on</strong>’s <strong>per<strong>for</strong>mance</strong> measurement and<br />
<strong>management</strong> systems, we have cutting-edge thinking at our disposal. Mario Morino's Leap of<br />
Reas<strong>on</strong>/Managing <strong>for</strong> Outcomes provides a fresh perspective <strong>on</strong> <strong>per<strong>for</strong>mance</strong> <strong>management</strong>.<br />
However, even he refers back to the foundati<strong>on</strong> of Peter Drucker’s work, <strong>on</strong> which ROMA was<br />
built, showing that the ROMA system is still relevant.<br />
Morino’s work supports the fundamental c<strong>on</strong>cepts of ROMA and suggests a path <strong>for</strong>ward. He<br />
summarizes his theory <strong>on</strong> best practices <strong>for</strong> the social sector as follows (Leap of Reas<strong>on</strong>, pg. 13):<br />
“Our sector needs a major reset <strong>on</strong> the approach to outcomes — from how we think<br />
about them to how we assess them. More than anything else, our sector needs a<br />
singular focus <strong>on</strong> managing to outcomes <strong>for</strong> greater impact. This means encouraging<br />
and supporting n<strong>on</strong>profits to do the following:<br />

Gain clarity, through thoughtful introspecti<strong>on</strong>, <strong>on</strong> what change they are trying to<br />
create<br />
Gain specificity <strong>on</strong> how they will accomplish that change<br />
