ROMA Challenges<br />
ROMA faces some challenges both as an internal <strong>management</strong> tool and as a way to share the<br />
results of Community Acti<strong>on</strong>.<br />
In 2004, the need <strong>for</strong> standardized outcome reporting led to the creati<strong>on</strong> of the Nati<strong>on</strong>al<br />
Per<strong>for</strong>mance Indicators (NPIs). The NPIs relate to specific outcomes in the many domains across<br />
which CAAs work in an ef<strong>for</strong>t to measure progress toward the Six Nati<strong>on</strong>al Goals. These<br />
outcome and output measures are aggregated nati<strong>on</strong>ally in the CSBG Annual Report. When<br />
properly implemented in its entirety, the ROMA cycle <strong>for</strong>ms a complete <strong>per<strong>for</strong>mance</strong><br />
measurement and <strong>management</strong> system. However, many Community Acti<strong>on</strong> practiti<strong>on</strong>ers began<br />
