Deal<strong>in</strong>g with EIA and consents<br />
<strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>DHV is probably best known for <strong>the</strong> work it does on Environmental Impact<br />
Assessments (EIA) for w<strong>in</strong>d energy projects, and rightly so. To date, every offshore w<strong>in</strong>d<br />
energy project for which <strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>DHV has produced <strong>the</strong> EIA has been consented<br />
first time.<br />
<strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>DHV recognises <strong>the</strong> paramount importance of ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g flexibility <strong>in</strong><br />
project design and with<strong>in</strong> <strong>the</strong> supply cha<strong>in</strong> at <strong>the</strong> development stage. We work closely<br />
with project eng<strong>in</strong>eer<strong>in</strong>g teams to ensure that this flexibility is ma<strong>in</strong>ta<strong>in</strong>ed with<strong>in</strong> a robust<br />
framework of EIA. This provides assurance to regulators and stakeholders that all project<br />
permutations are assessed and that <strong>the</strong> developer understands and can mitigate <strong>the</strong><br />
impacts that arise once <strong>the</strong> f<strong>in</strong>al design has been fixed, thus reduc<strong>in</strong>g consent<strong>in</strong>g risk. In<br />
addition, <strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>DHV recognises that cumulative impacts are now a much more<br />
significant element of <strong>the</strong> consent<strong>in</strong>g process. We are see<strong>in</strong>g more <strong>in</strong>stances, both onshore<br />
and offshore, of multiple projects be<strong>in</strong>g developed <strong>in</strong> <strong>the</strong> same broad area. This br<strong>in</strong>gs<br />
new challenges for developers; <strong>in</strong> particular <strong>in</strong> relation to potential cumulative impacts on<br />
European designated sites.<br />

Manag<strong>in</strong>g risk offshore<br />
Developers are bound by <strong>the</strong> Construction Design & Management (CDM) Regulations 2007, which apply to all projects<br />
<strong>in</strong>volv<strong>in</strong>g construction work carried out <strong>in</strong> Brita<strong>in</strong> and its territorial waters. The difficulty is that this legislation has most<br />
often been applied to land-based projects, which do not always readily <strong>in</strong>tegrate with mar<strong>in</strong>e activities and maritime<br />
legislation.<br />
The regulations <strong>the</strong>refore need to be tailored to meet <strong>the</strong><br />
unique challenges raised by offshore w<strong>in</strong>d energy projects,<br />
such as: manag<strong>in</strong>g <strong>the</strong> risk of deep water, suitability of<br />
vessels, heavy lift<strong>in</strong>g operations, competence of workforce,<br />
and structural <strong>in</strong>tegrity of <strong>the</strong> turb<strong>in</strong>es and o<strong>the</strong>r support<br />
structures, as well as <strong>the</strong> logistics of gett<strong>in</strong>g materials and<br />
personnel out to <strong>the</strong> site under normal circumstances and<br />
<strong>in</strong> an emergency.<br />
As w<strong>in</strong>d farm sites are proposed ever fur<strong>the</strong>r offshore<br />
developers will have to use larger vessels for <strong>in</strong>stallation<br />
and to support ma<strong>in</strong>tenance. <strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>DHV is<br />
work<strong>in</strong>g at Sher<strong>in</strong>gham Shoal to overcome issues associated<br />
with us<strong>in</strong>g an anchored, ra<strong>the</strong>r than a jacked-up vessel.<br />
Whilst anchored vessels can work <strong>in</strong> deeper waters <strong>the</strong>y<br />
are subject to wave and tidal motion which makes <strong>the</strong>m<br />
more difficult to keep <strong>in</strong> position, <strong>in</strong>volv<strong>in</strong>g <strong>the</strong> greater risks<br />
associated with frequent anchor handl<strong>in</strong>g. Issues such as<br />
this, and how to replace <strong>the</strong> use of divers who are currently<br />
regularly used to f<strong>in</strong>e-tune <strong>in</strong>stallations, will become more<br />
difficult to overcome as <strong>the</strong> Round 3 w<strong>in</strong>d farms start <strong>the</strong>ir<br />
construction phase.<br />
The <strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>DHV team is primed to m<strong>in</strong>imise and manage <strong>the</strong> risks associated with w<strong>in</strong>d farm development, tak<strong>in</strong>g<br />
<strong>in</strong>to account exist<strong>in</strong>g conditions and those that <strong>the</strong> <strong>in</strong>dustry will face with <strong>the</strong> planned Round 3 projects. We want <strong>the</strong> w<strong>in</strong>d<br />
<strong>in</strong>dustry to be renowned as a safe environment for its workers, and we encourage best practice <strong>in</strong> this area through <strong>the</strong><br />
use of Hazid and Hazops workshops. Hazids (Hazard Identification) workshops br<strong>in</strong>g toge<strong>the</strong>r all <strong>the</strong> primary players on a<br />
development to identify potential hazards, attribute responsibility to a person/contractor, and explore how those hazards<br />
can be mitigated. Hazops (Hazard Operation) workshops are a more process-driven exercise which looks at <strong>the</strong> implications<br />
of different scenarios. Conduct<strong>in</strong>g <strong>the</strong>se workshops at <strong>the</strong> outset of a development is critical to establish<strong>in</strong>g what <strong>the</strong> risks<br />
are and tak<strong>in</strong>g early steps to mitigate <strong>the</strong>m.<br />

Site assessment<br />
<strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>DHV is draw<strong>in</strong>g on its coastal and mar<strong>in</strong>e experience to support <strong>the</strong> offshore<br />
w<strong>in</strong>d <strong>in</strong>dustry. Early assessment of coastal processes and seabed conditions can assist a potential<br />
development to identify a preferred site or layout, determ<strong>in</strong>e design parameters and assess <strong>the</strong> likely<br />
risk posed by scour, mobile seabed sediments and features such as sandwaves.<br />
<strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>DHV has a heritage of<br />
over 100 years of work<strong>in</strong>g with maritime<br />
<strong>in</strong>dustries to provide metocean, geophysical<br />
and geomorphological analysis of <strong>the</strong> sea<br />
bed to <strong>in</strong>form <strong>the</strong> design or assessment<br />
of <strong>the</strong> environmental impacts of maritime<br />
<strong>in</strong>frastructure.<br />
<strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>DHV’s team uses coastal<br />
modell<strong>in</strong>g techniques, supported by desk-based<br />
analysis, and <strong>in</strong>terpretation of metocean and<br />
geophysical surveys to understand <strong>the</strong> seabed<br />
and <strong>the</strong> physical processes that drive <strong>the</strong> system.<br />
By undertak<strong>in</strong>g analysis of historic maps and<br />
charts, it is also possible to understand <strong>the</strong><br />
longer term changes at a particular site. These<br />
techniques are also used to ensure that clients<br />
have a comprehensive assessment of Coastal<br />
Process Impacts <strong>in</strong> <strong>the</strong>ir EIA.<br />
The company uses <strong>the</strong> latest 2D and 3D<br />
modell<strong>in</strong>g software and data analysis techniques<br />
for waves and tides to help developers ‘futureproof’<br />
<strong>the</strong>ir design of structures that will be<br />
placed on <strong>the</strong> seabed; for example by assess<strong>in</strong>g<br />
<strong>the</strong> load<strong>in</strong>g conditions and how wave forces and<br />
tidal currents may <strong>in</strong>duce processes of seabed<br />
scour which could affect foundations. In some<br />
cases <strong>the</strong> seabed can alter significantly <strong>in</strong> a short<br />
space of time, so it is crucial that developers are<br />
aware of <strong>the</strong> variability to expect <strong>in</strong> <strong>the</strong> seabed<br />
where <strong>the</strong>y plan to site an offshore w<strong>in</strong>d farm.<br />
When it comes to foundations, as <strong>the</strong> waters<br />
where offshore w<strong>in</strong>d farms are sited become<br />
deeper, new solutions need to be found. The<br />
traditional approach of construct<strong>in</strong>g support<br />
structures us<strong>in</strong>g monopile foundations<br />
will become less viable and uneconomical.<br />
Alternative, often more complex construction<br />
methods will present more complex risk<br />
management challenges. We are tackl<strong>in</strong>g <strong>the</strong>se<br />
issues head-on us<strong>in</strong>g our far-rang<strong>in</strong>g technical<br />
expertise.<br />

Grid connections<br />
Onshore and offshore grid connections can be substantial projects <strong>in</strong> <strong>the</strong>ir own right,<br />
with <strong>the</strong>ir own complex barriers to consent. <strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>DHV is a <strong>UK</strong> market leader<br />
<strong>in</strong> <strong>the</strong> Environmental Impact Assessment (EIA) of new onshore buried cable systems and<br />
substation <strong>in</strong>frastructure. We have recently led <strong>the</strong> EIA studies for <strong>the</strong> offshore and onshore<br />
transmission system for <strong>the</strong> Dudgeon offshore w<strong>in</strong>d farm, <strong>in</strong>clud<strong>in</strong>g 45km of onshore<br />
buried cables and one of Europe’s largest substations. This experience is be<strong>in</strong>g carried over<br />
<strong>in</strong>to Round 3, where we are provid<strong>in</strong>g both onshore and offshore EIA services to <strong>the</strong> first<br />
phases of Seagreen’s Firth of Forth and Forew<strong>in</strong>d’s Dogger Bank developments.<br />
The planned Round 3 offshore w<strong>in</strong>d farms will dwarf anyth<strong>in</strong>g <strong>the</strong> <strong>UK</strong> has done before.<br />
Transmission of electricity will occur over greater distances, potentially creat<strong>in</strong>g a range<br />
of environmental, eng<strong>in</strong>eer<strong>in</strong>g and health and safety challenges to be overcome before<br />
construction. Our team of experts on grid connections will assess <strong>the</strong> environmental,<br />
technical and health and safety implications of bury<strong>in</strong>g cables <strong>in</strong> <strong>the</strong> seabed, from <strong>in</strong>terarray<br />
to export cables, <strong>in</strong>ter-connect<strong>in</strong>g <strong>the</strong> devices and runn<strong>in</strong>g <strong>the</strong> ma<strong>in</strong> export cable back<br />
to <strong>the</strong> grid connection po<strong>in</strong>t onshore.<br />

Transport & logistics<br />
One of <strong>the</strong> issues that <strong>in</strong>evitably arises when creat<strong>in</strong>g onshore w<strong>in</strong>d farms or when transport<strong>in</strong>g certa<strong>in</strong> offshore w<strong>in</strong>d farm<br />
components by road is ensur<strong>in</strong>g safe road access to <strong>the</strong> site, especially regard<strong>in</strong>g <strong>the</strong> rout<strong>in</strong>g of construction traffic and <strong>the</strong><br />
abnormal loads carry<strong>in</strong>g turb<strong>in</strong>e components. With extended periods of construction work often necessary, it is vital that<br />
vehicles of various sizes are able to get to <strong>the</strong> site without caus<strong>in</strong>g undue disruption on <strong>the</strong> local road network.<br />
<strong>Royal</strong> <strong>Haskon<strong>in</strong>g</strong>DHV’s expertise <strong>in</strong> transport and logistics<br />
for <strong>the</strong> w<strong>in</strong>d <strong>in</strong>dustry speaks for itself – we have never had a<br />
project rejected on highway issues.<br />
It’s important to consider every aspect of <strong>the</strong> route that<br />
construction traffic and turb<strong>in</strong>e transporters will take.<br />
This means look<strong>in</strong>g at <strong>the</strong> suitability of <strong>the</strong> exist<strong>in</strong>g road<br />
alignment, <strong>in</strong>clud<strong>in</strong>g whe<strong>the</strong>r corners and junctions can be<br />
negotiated by long vehicles. Attention should also be given<br />
to <strong>the</strong> height of bridges, overhead cables and trees. You also<br />
have to look beyond <strong>the</strong> exist<strong>in</strong>g conditions, for example by<br />
f<strong>in</strong>d<strong>in</strong>g out whe<strong>the</strong>r road or utility works are planned for <strong>the</strong><br />
route dur<strong>in</strong>g <strong>the</strong> likely construction period of <strong>the</strong> w<strong>in</strong>d farm.<br />
Our team is able to advise clients on alternative turb<strong>in</strong>e<br />
choices if <strong>the</strong> highways <strong>in</strong>frastructure and access<br />
arrangements will not allow <strong>the</strong>ir first choice of turb<strong>in</strong>e.<br />
Gett<strong>in</strong>g turb<strong>in</strong>e components out of <strong>the</strong> ports that <strong>the</strong>y dock<br />
<strong>in</strong> can be <strong>the</strong> first challenge, and <strong>the</strong> wealth of experience<br />
