Employees shall conduct <strong>the</strong>ir employment activities with <strong>the</strong> highest pr<strong>in</strong>ciples of honesty,<br />

<strong>in</strong>tegrity, truthfulness, and honor. To this end, employees are to avoid not only impropriety,<br />

but also <strong>the</strong> appearance of impropriety.<br />

Employees have a legal, moral, and ethical responsibility to report to <strong>the</strong> Road Commission<br />

known or suspected violations of law, regulations, or policy <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> Standards of<br />

Conduct.<br />

Employees shall not make, recommend, or cause to be taken any action known or believed to<br />

be <strong>in</strong> violation of any law, regulation, or policy.<br />

Employees shall not make, recommend, or cause to be made any expenditure of funds known<br />

or believed to be <strong>in</strong> violation of any law, regulation, or policy.<br />

Employees shall not use <strong>the</strong>ir position <strong>in</strong> employment to force, <strong>in</strong>duce, coerce, harass,<br />

<strong>in</strong>timidate, or <strong>in</strong> any manner <strong>in</strong>fluence any person, <strong>in</strong>clud<strong>in</strong>g subord<strong>in</strong>ates, to provide any<br />

favor, gift, or benefit, whe<strong>the</strong>r f<strong>in</strong>ancial or o<strong>the</strong>rwise, to <strong>the</strong>mselves or o<strong>the</strong>rs.<br />

In bus<strong>in</strong>ess deal<strong>in</strong>gs, employees shall not provide or offer to provide, any gratuity, favor or<br />

o<strong>the</strong>r benefit, or engage <strong>in</strong> any o<strong>the</strong>r activity which could improperly <strong>in</strong>fluence, or reasonably<br />

be <strong>in</strong>terpreted as improperly <strong>in</strong>fluenc<strong>in</strong>g, <strong>the</strong>ir decisions or activities. All such activities shall<br />

be conducted strictly on an arm’s length bus<strong>in</strong>ess basis.<br />

Employees will exercise great care <strong>in</strong> situations <strong>in</strong> which a pre-exist<strong>in</strong>g personal relationship<br />

exists between an employee and an <strong>in</strong>dustry representative or official of an agency with which<br />

<strong>the</strong> Road Commission has an exist<strong>in</strong>g or potential bus<strong>in</strong>ess relationship. In such a situation,<br />

<strong>the</strong> employee shall immediately report <strong>the</strong> relations to <strong>the</strong>ir supervisor and, pend<strong>in</strong>g fur<strong>the</strong>r<br />

direction by <strong>the</strong> Manag<strong>in</strong>g Director, <strong>the</strong> employee shall take no fur<strong>the</strong>r action associated with<br />

<strong>the</strong> bus<strong>in</strong>ess <strong>in</strong> which <strong>the</strong> personal relationship exists. Where <strong>the</strong>re is any doubt as to <strong>the</strong><br />

propriety of <strong>the</strong> relationship, <strong>the</strong> employee shall discuss <strong>the</strong> relationship with <strong>the</strong>ir supervisor<br />

so as to avoid even <strong>the</strong> appearance of impropriety.<br />

Employees shall not engage <strong>in</strong> outside bus<strong>in</strong>ess activities, ei<strong>the</strong>r directly or <strong>in</strong>directly, with a<br />

customer, vendor, supplier, or agent of <strong>the</strong> Road Commission, or engage <strong>in</strong> bus<strong>in</strong>ess activities<br />

which are <strong>in</strong>consistent with, or contrary to <strong>the</strong> bus<strong>in</strong>ess activities of <strong>the</strong> Road Commission.<br />

Employees shall not use or disclose <strong>the</strong> Road Commission’s confidential <strong>in</strong>formation, or any<br />

o<strong>the</strong>r confidential <strong>in</strong>formation ga<strong>in</strong>ed <strong>in</strong> <strong>the</strong> performance of Road Commission duties as a<br />

means for mak<strong>in</strong>g private profit, ga<strong>in</strong>, or benefit.
