President’s Message<br />

On behalf of Water Polo <strong>Queensland</strong> and the Executive Committee I welcome everyone to<br />

the <strong>2011</strong>/<strong>2012</strong> <strong>Queensland</strong> <strong>Country</strong> <strong>State</strong> Water Polo <strong>Titles</strong>. We are pleased to see the<br />

strong team commitment continuing for the tournament which will only grow as time goes<br />

by.<br />

I take this opportunity to thank the team at Miami Pool and Gold Coast Water Polo<br />

Association for assisting our <strong>State</strong> Administration host this important tournament as well as<br />

the various members of the Referees Commission, assisting volunteers and clubs who gave<br />

their precious time to help officiate the games during this tournament, for the enjoyment of<br />

all.<br />

I urge all players, coaches, referees and club volunteers to take part in the best spirit and<br />

wish all teams good luck for the titles.<br />

The QLD <strong>Country</strong> <strong>State</strong> <strong>Titles</strong> act as a selection event for the Open <strong>Queensland</strong> <strong>State</strong><br />

<strong>Country</strong> Team for both Men and Women. <strong>Queensland</strong> will send one men’s and one women’s<br />

team to the Australian <strong>Country</strong> Championships held on the Gold Coast from 8-12 May <strong>2012</strong>.<br />

Competition Rules<br />

Caps<br />

The first named teams shall wear white caps and shall commence from the end of the pool which is to the left of<br />

the official table. Players must wear the same cap in all games for selection purposes. Where a team has more than<br />

13 players, the coach/manager must inform the selectors and table of any changes. If there are any changes to the<br />

numbers listed in the program please inform event manager prior to the start of the tournament.<br />

Match Times<br />

All round games will be 4 x 7 minute running time with 1 minute quarter time breaks and 2 minute half time break.<br />

All semi finals and medal games will be 4 x 5 minutes actual playing time. Extra time will be played over 2 x 3<br />

minutes actual playing time. If the scores are still even then Penalty Shoot-out will apply. Time-outs will only be<br />

permitted in the Gold and Bronze medal games. In this case each coach shall have 2 time-outs and one more if the<br />

game goes to extra time.<br />

Referees<br />

Will be provided by each competing team. During round games team referees will be required to control the game<br />

directly following their own. The last game of the day will be in charge of refereeing the first game of the day. All<br />

Referee’s must be dressed in full whites. Event managers will appoint team referees to all playoff and final<br />

matches. There is no payment to referees from event organizers. Failure to supply referees will result in a $30 per<br />

game fine, loss of points and potential further sanctions.<br />

Team Duty<br />

Table Officials must be supplied by each participating team as part of duty requirements. This involves one<br />

official for the clock and one official for the card. A duty roster is outlined in the draw. Failure to fulfill duty<br />

requirements will result in a $20 per person fine, loss of points and potential further sanctions.<br />

Points<br />

Win= 3 points<br />

Draw= 2 points<br />

Loss = 1 points<br />

Forfeit/Disqualification= 0. Please note, in the event of a Forfeit/Disqualification, the goal margin will be 5 – 0<br />

unless a game is played and the margin is greater.<br />

Group Positions: Positions will be decided on points. If two teams are level on points then FINA BL 8.6.3.1 shall<br />

be followed, namely:<br />

BL 8.6.3.1.1 The team winning the game between the two teams shall be placed higher<br />

BL 8.6.3.1.2 If the game between the two (2) teams resulted in a tie, a further classification shall be<br />

established based on their results against the other teams including tied teams in order of their ranking; first<br />

based upon goal difference, and next, based upon goals scored. The comparison shall be made first, compared<br />

to the highest team or tied teams, and then, if still tied to the next highest team, and so on.<br />

BL 8.6.3.1.3 If they are still tied, the tie shall be resolved by each team shooting five penalty shots at its<br />

opponent’s goal in alternate succession. The first team shall take its first penalty shot and then the other team<br />

shall take its first penalty shot, etc. If a tie shall exist after that procedure, each team shall then take alternate<br />

shots until one team scores and the other misses. Different members of the team must shoot each shot. The<br />

procedure shall be conducted following the final game of that round or at the first practical opportunity.<br />

BL 8.6.3.2 If three (3) or more teams shall have equal points; further classification shall be established as<br />

follows:<br />

BL 8.6.3.2.1 Any time during the application of this BL 8.6.3.2, when the number of the then tied teams is<br />

reduced to two BL 8.6.3.1.1, BL 8.6.3.1.2 and BL 8.6.3.1.3 shall be followed.<br />

BL 8.6.3.2.2 The results among the tied teams shall determine the placings. The comparison shall be made<br />

upon first, the points of the games among them, next, the goal difference, and next, based upon goals scored.<br />

BL 8.6.3.2.3 If more than two (2) teams are then still tied, a further classification shall be established based<br />

on their results against the other teams including tied teams in order of their ranking; first, based upon goal<br />

2.1.1 Method 1 – Referee or Match Official<br />

A referee or match official may report a player, coach or team official who, in his or her opinion, has been<br />

guilty of conduct warranting such report under the terms of the WPQI Judicial Policy and the WPQI Code of<br />

Conduct. This power to report a player, coach or team official extends to any conduct of a player, coach or<br />

team official directly or indirectly involving or concerning WPQI or a game organised/ sanctioned by WPQI<br />

and includes but is not limited to any conduct committed within the thirty (30) minutes before or after a<br />

WPQI game.<br />

2.2 Resolving reported breaches under Method 1 – Referee or Match Official<br />

Players, coaches and team officials ejected from a match, or otherwise reported by the Officiating Referee/s<br />

or Match Officials have two options:<br />

2.2.1 Accept the decision and the following suspensions:<br />

2.2.1.1 Except in the case of assault of a referee or match official (including threat to assault) the<br />

number of offences for players, coaches and team officials relates to the current season and the<br />

previous season only and balances (not suspensions which do carry over) are re-set to zero at the start<br />

of every third season in which the player participates.<br />

2.2.1.2 If a player, coach or team official is suspended for a fourth offence in any two season period as<br />

described above regardless of what the previous offences were then he/she shall be suspended for the<br />

higher of a minimum of 12 rounds or whatever the offence would normally incur as a 3 rd offence.<br />

2.2.1.3 If a player, coach or team official is suspended as a result of a misdemeanour, then that<br />

suspension applies to that gender in all activities and roles of WPQI. A suspended player/coach/team<br />

official cannot extinguish that suspension in another role in a match in the other gender.<br />

2.2.2 Appeal the Suspension:<br />

2.2.2.1 The player, coach or team official may appeal the ejection, red card or report to the WPQI<br />

Judiciary Committee consisting of Chairman of the WPQI Judiciary or his/her nominee and at least<br />

one other member appointed by him/her. All members of the committee must be neutral, i.e. they<br />

may not be from either club, a referee or delegate involved in the match that resulted in the<br />

complaint/charge.<br />

Timing of appeal submission must be:<br />

(a) within 30 minutes of the match conclusion during a 1-7 day tournament<br />

(b) within 48 hours of the match conclusion during any other tournaments/ regular competition<br />

excluded in 2.2.2.1.a<br />

2.2.2.2 Should the referee/official who reported the player, coach or team official consider the<br />

matter should be referred to the Judiciary then he/she also has that right to do so. All charges of<br />

assaulting an official (or threat to assault an official) shall be referred to the Judiciary for a hearing.<br />

2.2.2.3 Except in the case of assault of a referee or match official (including threat to assault) the<br />

number of offences for players, coaches and team officials relates to the current season and the<br />

previous season only and balances (not suspensions which do carry over) are re set to zero at the<br />

start of every third season in which the player participates.<br />

2.2.2.4 If a player, coach or team official is suspended for a fourth offence in any two season period<br />

2.2.2.6 Whilst a player, official or registered Member is under Report for an offence to be heard by<br />

the Disciplinary Tribunal Panel they are in eligibile to perform the role for which they were reported<br />

until the report has been heard by the Disciplinary Tribunal and an outcome determined. If the<br />

Disciplinary Tribunal is unable to hear the case prior to the next event that the person would<br />

enjoyable environment for all our children and young people to enjoy the sport of water polo. In this regard Water<br />

Recently there have been some concerns from parents about the risks posed directly and indirectly to children and<br />

young people regarding people taking video and photographs of players in junior water polo competitions<br />

throughout Australia. It is very rare but evidence in Australia indicates that sometimes this information can end up<br />

being posted on an internet site or published in a magazine or newspaper where it may be used by unscrupulous<br />

people to target children.<br />

Australia Water Polo Inc understands that many parents or relatives that have children playing within junior<br />

competitions, may from time to time, take video or photographs of their child or friends for family mementos.<br />

Australia Water Polo Inc fosters the belief that providing a safe environment for all children who compete every<br />

week in competitions and tournaments across the country is of paramount importance. To help Australia Water<br />

Polo Inc provide a safer environment for our children we would request that parents join us in partnership to<br />

address the following strategies to make water polo a safer environment for our children:<br />

1. That all parents and spectators firstly ask the permission of the athlete’s parent / guardian prior to taking<br />

their image where practical. Ensure that they are aware of the way in which the image may be used prior to<br />

taking a photograph or video of their child. Do not use images of other children on internet web sites, and<br />

do not use names of children when displaying images in the public arena. Change rooms must be camerafree<br />

zones.<br />

2. As a parent if you notice inappropriate photographic behavior regarding people that you don’t know, then we<br />

suggest that you advise pool management and the coach/manager of your team immediately. We also<br />

suggest that you advise your state body of these concerns as soon as it is practically possible.<br />

3. Professional photographers must register with pool management and the tournament director or the event<br />

coordinator.<br />

Further to this, <strong>Queensland</strong> Water Polo Inc wish to advise that the following safety checks will be in place to ensure<br />

that reasonable control on the use of photographic and video recording equipment is adhered to.<br />

1) The appointment of an accredited licensed professional sports photographer who will be in attendance<br />

for all team photos and action photos. Parents wishing to purchase action photos of their child<br />

competing will need to advise the professional photographer of the cap number/s of their<br />

child/children and also the time of the game/s that they will be competing in.<br />

2) Any parent intending to either photograph or videotape their child/children competing will need to<br />

complete the following steps;<br />

a) On arrival at the venue where their child/children is competing, register with the tournament<br />

director. The registering parent will need to produce photographic identification to receive their<br />

wrist band. A driver’s license is suitable.<br />

i) On registration, the parent will be issued with a wrist band which they must wear whilst<br />

taking photos/video in the competition venue.<br />
