The <strong>New</strong> <strong>York</strong> State <strong>Metropolitan</strong> Planning Organizations (NYSMPOs) is a coalition of all<br />

thirteen MPOs in <strong>New</strong> <strong>York</strong> State. The NYSMPOs advance initiatives through working groups<br />

and pool financial resources for training, planning and research. The NYSMPOs <strong>Safety</strong><br />

Working Group (SWG) meets monthly to share information and advance safety initiatives.<br />

In June 2005, the NYS MPO’s annual forum focused on strategies for integrating safety into the<br />

traditional transportation planning processes. The top recommendation was that all MPOs<br />

consider establishing a systematic process for addressing safety. Several specifics having<br />

pedestrian implications are: adequate, timely, and geocoded crash data (TraCS); annual audits of<br />

high-crash locations and locations identified by the community; development of relationships<br />

with the county Traffic <strong>Safety</strong> Boards (TSBs), which will give MPOs access to TSB education<br />

and enforcement capabilities; provision of training for transportation planners on effective safety<br />

countermeasures; and development of tools that support the MPOs and encourage them to<br />

examine the data and establish safety priorities.<br />

A <strong>Safety</strong> Roundtable at this year’s NYS MPO’s annual meeting continued the discussion with<br />

statewide stakeholders on those statewide issues: MPO/TSB relations, data, TraCS, Strategic<br />

Highway <strong>Safety</strong> Plan, safety audits, accident rates, information sharing, and public service<br />

announcements. NYSMPO will continue to advance goals on the items noted above to include a<br />

statewide campaign regarding pedestrian safety with local public service announcements the<br />

Spring of 2007. As an MPO, <strong>NYMTC</strong> participates in NYS MPO’s monthly <strong>Safety</strong> Working<br />

Group meetings.<br />

<strong>New</strong> <strong>York</strong> <strong>Metropolitan</strong> Transportation Council (<strong>NYMTC</strong>)<br />

Besides undertaking this project, <strong>NYMTC</strong> has two working groups related to pedestrian safety,<br />

the <strong>Pedestrian</strong>/Bicycle Working Group and the <strong>Safety</strong> Advisory Working Group.<br />

In September 1995 <strong>NYMTC</strong> established the Bicycle/<strong>Pedestrian</strong> Working Group to develop an<br />

improved update of the bicycle/pedestrian element of the MPO long range plan. In addition, its<br />

mission is to increase interagency and regional cooperation on bicycle and pedestrian issues.<br />

The background and purpose of the SAWG was noted on the first page of this report. Although<br />

SAWG initiated this project to address its top concern, the issue of pedestrian safety overlaps the<br />

mission of both working groups and therefore requires coordination.<br />

<strong>NYMTC</strong> annually produces its <strong>Regional</strong> Transportation Statistical Report, which contains tables<br />

of crash data including pedestrian numbers.<br />

Additionally <strong>NYMTC</strong> sponsors pedestrian-related training workshops: Walkable Communities,<br />

Safe Routes to School, Designing Streets for <strong>Pedestrian</strong>s <strong>Safety</strong>, and Road <strong>Safety</strong> Audits.<br />

Walkable Community Workshops are four hours long and help groups of elected officials, local<br />

government staff, and citizens analyze pedestrian conditions of their community and identify<br />

needed improvements. There are three basic components of the workshop: a presentation, a<br />
