At the national level, FHWA has sponsored research on pedestrian safety and has produced<br />

many resources on the topic, most available on their web site. Appendix D includes the links to<br />

several of the resources including PedSafe, a design manual for addressing pedestrian safety<br />

problems, “How to Create a <strong>Pedestrian</strong> <strong>Safety</strong> Action Plan,” and a web page with links to<br />

“Exemplary <strong>Pedestrian</strong> Plans.” They also have prepared a large amount of educational and<br />

promotional material, including the <strong>Pedestrian</strong> <strong>Safety</strong> Roadshow, which has been conducted at<br />

three sites in <strong>New</strong> <strong>York</strong> State.<br />

FHWA has designated <strong>New</strong> <strong>York</strong> State as one of the focus states for pedestrian safety based on<br />

crash statistics. As a focus state, <strong>New</strong> <strong>York</strong>, both state and city, will receive additional attention<br />

and resources. One of the activities that FHWA sponsored in <strong>New</strong> <strong>York</strong> was the Domestic<br />

<strong>Pedestrian</strong> <strong>Safety</strong> Scanning Tour, in which seven representatives from transportation or related<br />

agencies in <strong>New</strong> <strong>York</strong> State toured six cities around the United States to identify innovative<br />

approaches to pedestrian safety.<br />

The National Highway Transportation <strong>Safety</strong> Administration (NHTSA) has a number of<br />

activities related to pedestrian safety. At the national level, NHTSA houses the National Center<br />

for Statistics and Analysis (NCSA), which is the home of national crash data (Fatality Analysis<br />

Reporting System, FARS, and the General Estimates System, GES, which includes injury<br />

crashes). NHTSA also provides safety grants to states, including Section 402 formula grants to<br />

support state safety programs. They fund demonstration projects including three projects<br />

concerning older pedestrians in Madison, Wisconsin; San Francisco, California; and Henderson<br />

County, North Carolina. They maintain safety materials related to pedestrian safety on their web<br />

site, including educational brochures.<br />

The regional NHTSA office, Eastern Region, (located in White Plains) is primarily involved in<br />

providing technical assistance and resources to agencies responsible for enforcing traffic laws,<br />

and as well as to agencies and organizations involved in educating the public on traffic safety<br />

issues, including pedestrian safety issues.<br />

State Level<br />

At the State level, two agencies responsible for pedestrian safety are the <strong>New</strong> <strong>York</strong> State<br />

Department of Transportation (NYSDOT) and the Governor’s Traffic <strong>Safety</strong> Committee<br />

(GTSC).<br />

NYSDOT has included pedestrian safety as part of their mission since the early 1990’s. Their<br />

<strong>Pedestrian</strong> Program is based in the Office of Program Development and Management<br />

Community Assistance Delivery Bureau and has a <strong>Pedestrian</strong> Specialist. The State also has a<br />

Safe Routes to School Coordinator and a bicycle and pedestrian coordinator in each region.<br />

Chapter 9 (Making Walking and Street Crossing Safer) of the <strong>New</strong> <strong>York</strong> State Comprehensive<br />

Highway <strong>Safety</strong> Plan (NYSDOT, 2005) describes the NYSDOT pedestrian strategies and efforts<br />

as well as those from those of other agencies around the state. The strategies (paraphrased from<br />

the plan) include:<br />
