Mission Description<br />

• Emergency <strong>Debris</strong> Clearance<br />

– Push debris out of rights of way for emergency traffic<br />

• Removal/Disposal of eligible disaster related debris.<br />

– <strong>Debris</strong> removal includes pick-up, hauling, dumping, reducing, and<br />

disposal from public lands and when tasked, private lands.<br />

– Eligible debris may be wet debris, mobile homes, livestock, white<br />

goods, HHW, construction and demolition, vegetative, and<br />

contaminated waste.<br />

– Normal household waste or garbage is not classified as debris.<br />

• Technical Assistance to state and local governments<br />

Wet <strong>Debris</strong>


Wet <strong>Debris</strong><br />

• Definition - <strong>Debris</strong> in commonly navigated<br />

waterways and in wetland areas.<br />

• USACE has primary responsibility for removal of<br />

debris from Federally maintained navigation<br />

channels & waterways.<br />

• FEMA may task USACE to remove eligible wet<br />

debris or to provide technical assistance to state<br />

and local governments in wet debris management.<br />

• SOP under development for wet debris.


Contaminated <strong>Debris</strong><br />

• EPA is the lead agency for removal and disposal<br />

• USACE lead agency for:<br />

– Emergency clearing of contaminated debris<br />

– Structural instability (evaluate and mitigate threats posed<br />

by damaged infrastructure)<br />

– Demolition<br />

• Training 2 PRTs for contaminated debris response<br />

• MOA being developed with the EPA to define the<br />

roles and responsibilities


Technical Assistance<br />

• PRT provides assistance to state and local<br />

governments to set up their own debris<br />

removal programs<br />

• <strong>Debris</strong> PRT may split up to different counties<br />

if needed to help them implement their debris<br />

removal program
