2.6 Acti<strong>on</strong> Area<br />

The acti<strong>on</strong> area for this biological opini<strong>on</strong> encompasses the main Hawai’ian Islands — Hawai’i, Kahoolawe, Kauai,<br />

Lanai, Maui, Molokai, Niihau, and Oahu — at the easternmost edge of the Hawai’ian Archipelago (see Figure 1).<br />

With the excepti<strong>on</strong> of beach areas that might be occupied by Hawai’ian m<strong>on</strong>k seals, this acti<strong>on</strong> area is limited to<br />

those marine, coastal, and estuarine waters that are sea-ward of the mean higher high water line within this<br />

geographic area. With the excepti<strong>on</strong> of m<strong>on</strong>k seals, we assume that any of the proposed activities that are likely to<br />

occur landward of the mean higher high water line — including activities that may affect threatened or endangered<br />

species of sea turtle landward of the mean higher high water line — are addressed in separate secti<strong>on</strong> 7 c<strong>on</strong>sultati<strong>on</strong>s<br />

with the U.S. Fish and Wildlife Service.<br />
