All weap<strong>on</strong>s firing shall be c<strong>on</strong>ducted during the period 1 hour after official sunrise to 30 minutes<br />
before official sunset.<br />
Extensive range clearance operati<strong>on</strong>s shall be c<strong>on</strong>ducted in the hours prior to commencement of<br />
the exercise.<br />
An excl<strong>us</strong>i<strong>on</strong> z<strong>on</strong>e with a radi<strong>us</strong> of 1.0 nm (1.85 km) shall be established around each target. An<br />
additi<strong>on</strong>al buffer of 0.5 nm (0.93 km) shall be added to account for errors, target drift, and animal<br />
movements. Additi<strong>on</strong>ally, a safety z<strong>on</strong>e, which extends out an additi<strong>on</strong>al 0.5 nm (0.93 km), shall<br />
be surveyed. Together, the z<strong>on</strong>es extend out 2 nm (3.7 km) from the target.<br />
A series of surveillance over-flights shall be c<strong>on</strong>ducted within the excl<strong>us</strong>i<strong>on</strong> and the safety z<strong>on</strong>es,<br />
prior to and during the exercise, when feasible. Survey protocol would be as follows:<br />

Overflights within the excl<strong>us</strong>i<strong>on</strong> z<strong>on</strong>e shall be c<strong>on</strong>ducted in a manner that optimizes the<br />
surface area of the water observed. This may be accomplished through the <strong>us</strong>e of the<br />
<strong>Navy</strong>’s Search and Rescue (SAR) Tactical Aid (TACAID).<br />
All visual surveillance activities shall be c<strong>on</strong>ducted by <strong>Navy</strong> pers<strong>on</strong>nel trained in visual<br />
surveillance. At least <strong>on</strong>e member of the mitigati<strong>on</strong> team shall have completed the <strong>Navy</strong>’s<br />
marine mammal <strong>training</strong> program for lookouts.<br />
In additi<strong>on</strong> to the overflights, the excl<strong>us</strong>i<strong>on</strong> z<strong>on</strong>e shall be m<strong>on</strong>itored by passive aco<strong>us</strong>tic<br />
means, when assets are available. This passive aco<strong>us</strong>tic m<strong>on</strong>itoring shall be maintained<br />
throughout the exercise. Potential assets include s<strong>on</strong>obuoys, which can be utilized to<br />
detect any vocalizing marine mammals in the vicinity of the exercise. The s<strong>on</strong>obuoys<br />
shall be re-seeded as necessary throughout the exercise. Additi<strong>on</strong>ally, passive s<strong>on</strong>ar<br />
<strong>on</strong>board submarines may be utilized to detect any vocalizing marine mammals in the area.<br />
The Officer C<strong>on</strong>ducting the Exercise (OCE) shall be informed of any aural detecti<strong>on</strong> of<br />
marine mammals and would include this informati<strong>on</strong> in the determinati<strong>on</strong> of when it is<br />
safe to commence the exercise.<br />
On each day of the exercise, aerial surveillance of the excl<strong>us</strong>i<strong>on</strong> and safety z<strong>on</strong>es shall<br />
commence two hours prior to the first firing.<br />
The results of all visual, aerial, and aco<strong>us</strong>tic searches shall be reported immediately to the<br />
OCE. No weap<strong>on</strong>s launches or firing would commence until the OCE declares the safety<br />
and excl<strong>us</strong>i<strong>on</strong> z<strong>on</strong>es free of marine mammals.<br />
If a marine mammal observed within the excl<strong>us</strong>i<strong>on</strong> z<strong>on</strong>e is diving, firing shall be delayed<br />
until the animal is re-sighted outside the excl<strong>us</strong>i<strong>on</strong> z<strong>on</strong>e, or 30 minutes has elapsed.<br />
During breaks in the exercise of 30 minutes or more, the excl<strong>us</strong>i<strong>on</strong> z<strong>on</strong>e shall again be<br />
surveyed for any marine mammals. If marine mammals are sighted within the excl<strong>us</strong>i<strong>on</strong><br />
z<strong>on</strong>e, the OCE would be notified, and the procedure described above would be followed.<br />
