Lookout <strong>training</strong> shall include <strong>on</strong>-the-job instructi<strong>on</strong> under the supervisi<strong>on</strong> of a qualified,<br />

experienced watchstander. Following successful completi<strong>on</strong> of this supervised <strong>training</strong> period,<br />

Lookouts shall complete the Pers<strong>on</strong>al Qualificati<strong>on</strong> Standard program, certifying that they have<br />

dem<strong>on</strong>strated the necessary skills (such as detecti<strong>on</strong> and reporting of partially submerged objects).<br />

Lookouts shall be trained in the most effective means to ensure quick and effective communicati<strong>on</strong><br />

within the command structure in order to facilitate implementati<strong>on</strong> of mitigati<strong>on</strong> measures if<br />

marine species are spotted.<br />

On the bridge of surface ships, there shall be at least three people <strong>on</strong> watch whose duties include<br />

observing the water surface around the vessel.<br />

All surface ships participating in ASW exercises shall, in additi<strong>on</strong> to the three pers<strong>on</strong>nel <strong>on</strong> watch<br />

noted previo<strong>us</strong>ly, have at all times during the exercise at least two additi<strong>on</strong>al pers<strong>on</strong>nel <strong>on</strong> watch<br />

as lookouts.<br />

Pers<strong>on</strong>nel <strong>on</strong> lookout and officers <strong>on</strong> watch <strong>on</strong> the bridge shall have at least <strong>on</strong>e set of binoculars<br />

available for each pers<strong>on</strong> to aid in the detecti<strong>on</strong> of marine mammals.<br />

On surface vessels equipped with mid-frequency active s<strong>on</strong>ar, pedestal mounted “Big Eye”<br />

(20x110) binoculars shall be present and in good working order.<br />

Pers<strong>on</strong>nel <strong>on</strong> lookout shall employ visual search procedures employing a scanning methodology in<br />

accordance with the Lookout Training Handbook (NAVEDTRA 12968-D).<br />

After sunset and prior to sunrise, lookouts shall employ Night Lookouts Techniques in accordance<br />

with the Lookout Training Handbook.<br />

Pers<strong>on</strong>nel <strong>on</strong> lookout shall be resp<strong>on</strong>sible for reporting all objects or anomalies sighted in the<br />

water (regardless of the distance from the vessel) to the Officer of the Deck.<br />

CPF shall distribute the final mitigati<strong>on</strong> measures c<strong>on</strong>tained in the LOA and BO to the Fleet.<br />

Commanding Officers shall make <strong>us</strong>e of marine species detecti<strong>on</strong> cues and informati<strong>on</strong> to limit<br />

interacti<strong>on</strong> with marine species to the maximum extent possible c<strong>on</strong>sistent with safety of the ship.<br />

All pers<strong>on</strong>nel engaged in passive aco<strong>us</strong>tic s<strong>on</strong>ar operati<strong>on</strong> (including aircraft, surface ships, or<br />

submarines) shall m<strong>on</strong>itor for marine mammal vocalizati<strong>on</strong>s and report the detecti<strong>on</strong> of any marine<br />

mammal to the appropriate watch stati<strong>on</strong> for disseminati<strong>on</strong> and appropriate acti<strong>on</strong>.<br />

During mid-frequency active s<strong>on</strong>ar <strong>training</strong> activities, pers<strong>on</strong>nel shall utilize all available sensor<br />

and optical systems (such as Night Visi<strong>on</strong> Goggles) to aid in the detecti<strong>on</strong> of marine mammals.<br />
