FINAL PROGRAMMATIC BIOLOGICAL OPINION ON U.S. NAVY ACTIVITIES IN THE HAWAII RANGE COMPLEX 2008-2013<br />

• Underwater ship inspecti<strong>on</strong>, h<strong>us</strong>bandry, and repair of coaliti<strong>on</strong> Naval ships and submarines<br />

• Underwater search and recovery operati<strong>on</strong>s<br />

• Underwater cutting employing hydraulic, pneumatic, and oxy-arc powered tools<br />

• Underwater welding<br />

• Removal of petroleum, oil, and lubricants exercising vario<strong>us</strong> techniques for offloading these classes of<br />

chemicals.<br />

• Restoring Buoyancy (Survey, Patch, De-water) to a grounded or sunken vessel or object of value<br />

• Harbor clearance for removal of derelict vessels or other obstructi<strong>on</strong>s from navigable waterways and<br />

berthing<br />

• Off-Ship fire fighting to simulate rescue and assistance operati<strong>on</strong>s battling fires<br />

These activities take place at Puuloa Underwater Range, Pearl Harbor, and Keehi Lago<strong>on</strong>. Staging for these<br />

activities is from the MDSU-1 Facility located <strong>on</strong> Bishop Point, an annex of Pearl Harbor, <strong>on</strong> the southwestern side of<br />

Hickam Air Force Base, Oahu. To capitalize <strong>on</strong> real-world <strong>training</strong> opportunities and to provide mutual benefit for<br />

both the U.S. Naval and Coaliti<strong>on</strong> Salvage Force and for the State of Hawai’i, salvage <strong>training</strong> and harbor clearance<br />

exercises take place in any of the shoal waters, harbors, ports, and in-land waterways throughout the Hawai’i<br />

Operating Area.<br />

The ship fire exercise lasts no more than 1 day per event. De-beaching activities last no more than 1 to 2 days per<br />

event. Deep ocean recovery exercises last up to 2 weeks and could be l<strong>on</strong>ger depending <strong>on</strong> the availability of<br />

missi<strong>on</strong>s. The durati<strong>on</strong> of salvage exercises varies c<strong>on</strong>siderably. For a fire at sea or ship retracti<strong>on</strong> of a grounded<br />

vessel, the exercise lasts up to 4 days. For underwater cutting, welding, pumping, restoring buoyancy, and exercises<br />

that practice a single skill in a c<strong>on</strong>trolled envir<strong>on</strong>ment, the event <strong>us</strong>ually does not exceed 1 day. However, multiple<br />

iterati<strong>on</strong>s could extend throughout the durati<strong>on</strong> of the exercise.<br />

The U.S. <strong>Navy</strong> plans to c<strong>on</strong>duct about 3 salvage exercises each year in the Hawai'i Range Complex, which is the<br />

same number c<strong>on</strong>ducted under current schedules.<br />

Humanitarian Assistance Operati<strong>on</strong>/N<strong>on</strong>-combatant Evacuati<strong>on</strong> Operati<strong>on</strong>. The purpose of Humanitarian<br />

Assistance Operati<strong>on</strong>/N<strong>on</strong>-combatant Evacuati<strong>on</strong> Operati<strong>on</strong> (HAO/NEO) is to train <strong>Navy</strong> pers<strong>on</strong>nel in providing<br />

humanitarian assistance in an increasingly hostile setting, which could require the evacuati<strong>on</strong> of pers<strong>on</strong>nel and<br />

troops. Marine Corps Base Hawai'i is <strong>us</strong>ed for HAO/NEO and direct acti<strong>on</strong> <strong>training</strong>. Marine Corps Training Area<br />

Bellows, Kahuku Training Area, Majors Bay at Pacific Missile Range Facility, and Niihau are also be <strong>us</strong>ed for<br />

HAO/NEO.<br />

HAO/NEO <strong>training</strong> exercises, which occur about <strong>on</strong>ce a year, last about 4 days and involve about 150 pers<strong>on</strong>nel,<br />

troops, and specialists who initially provide assistance to civilians and then evacuate them when necessary. This<br />

scenario is also <strong>us</strong>ed to simulate a pris<strong>on</strong>er-of-war camp or place where people are interned. A direct acti<strong>on</strong> exercise<br />

(lasting several hours) is another scenario included in the HAO/NEO. It is much quicker and involves approximately<br />
