exposed to active s<strong>on</strong>ar during future Rim of the Pacific exercises (<str<strong>on</strong>g>NMFS</str<strong>on</strong>g>’ estimate) and for 264 of those sperm<br />

whales to exhibit behavioral resp<strong>on</strong>ses that <str<strong>on</strong>g>NMFS</str<strong>on</strong>g> would classify as harassment for the purposes of the MMPA. The<br />

narratives that follow represent <str<strong>on</strong>g>NMFS</str<strong>on</strong>g>’ attempt to rec<strong>on</strong>cile the three approaches and estimate the number of instances<br />

in which individuals of the different endangered species might be exposed to active s<strong>on</strong>ar during the activities the<br />

U.S. <strong>Navy</strong> plans to c<strong>on</strong>duct in the Hawai'i Range Complex each year from December 2008 through December 2013.<br />

For all of the endangered marine mammals we have disc<strong>us</strong>sed th<strong>us</strong> far, we start with the exposure estimates produced<br />

by our first scenario for all species except humpback whales. As we disc<strong>us</strong>sed previo<strong>us</strong>ly, these estimates<br />
