As presented at our 128th National Encampment, we, the Sons of Union Veterans of the Civil War, offer our congratulations to the Boy Scouts of America for their 100 years of teaching patriotism and leadership to young Americans. A Resolution Honoring the 100th Anniversary of the Founding of the Boy Scouts of America Whereas Lieutenant General Robert S. S. Lord Baden- Powell established the World Scouting Movement at Brownsea Island in the United Kingdom on 1 August 1907, And, Whereas William D. Boyce, Ernest Thompson Seaton, and Daniel Carter Beard, recognizing the potential value of Scouting ideals, values, methods, and practices to American young men, established the Boy Scouts of America on 8 February 1910, And, Whereas the BSA has taught the values of Americanism and patriotism to over 110 million boys, who have contributed hundreds of millions of hours of selfless service to their communities, states, and nation on their way to adulthood, And, Whereas BSA programs have taught generations of young men that “on my honor, I will do my best, to do my duty, to God and my country”; to be “trustworthy, loyal, helpful, friendly, courteous, kind, obedient, cheerful, thrifty, brave, clean, and reverent”; and to “be prepared” and “do a good turn daily,” And, Whereas the BSA courageously resists social forces that attempt to undermine its century-old mission to create young men who are “physically strong, mentally awake, and morally straight,” And, Whereas the Sons of Union Veterans of the Civil War recognizes that the continued success of the BSA is vital to the creation of future citizens of great character who will be needed to defend the American Union and Republic, And, Whereas the SUVCW, recognizing in the values of Scouting the core American values of Fraternity, Charity and Loyalty it promotes, as well as patriotism and community service, And, Whereas the SUVCW promotes Scouting directly through its Eagle Scout Certificate Program and indirectly through its many members who volunteer, or have volunteered, as adult leaders of the BSA and support it through time, finances, and other ways, Now, therefore, the Sons of Union Veterans of the Civil War, in National Encampment Assembled, does hereby salute the Boy Scouts of America on its Centennial Birthday; extend its thanks for 100 years of faithful service to the youth of the United States; encourage its continued promotion of physical, mental, and moral fitness; and reaffirm its commitment to support the goals of the BSA through its Eagle Scout Certificate Program and the volunteer participation of its Brothers as adult leaders and supporters of the BSA. Ordered this 10th Day of July, 2010. GENERAL ORDER NO. 15 Today is the 125th anniversary of the death of a great leader. Ulysses S Grant, President of the United States and Commanding General of the Union Army, died at his home in Mt McGregor, NY, 125 years ago today. General Grant was a leader not only in his time, but in ours, with his leadership teachings still being looked at today. As the sesquicentennial of the Civil War approaches, we need to take the time to remember leaders that were instrumental in strengthening our Country into the America that is now truly the United States. Brothers are encouraged to include stories of our Civil War era leaders in talks throughout the celebration of the sesquicentennial. Shaylor Pierson of Charles Devens Camp 19, Dept. of Georgia and South Carolina and Br. Brendan Pavelek of Col Edward D Baker Camp 6, Camp-at-Large, Oregon, have won this year’s scholarship awards. My congratulations go out to both Brothers and I wish them continued academic success. My thanks also go out to Br. THE BANNER • PAGE 9 NEW NATIONAL OFFICERS PDC PALMER ELEVATED TO HIGH POST PDC Don Palmer, Jr., was elected SVCinC at the Nat. Encampment. He grew up in Waterloo High School and went to ISU in Ames, where he received a B.S. in Physics and a M.S. in Materials Science and Engineering. He later received a doctorate in materials Science & Engineering from Washington University in St. Louis. He work as an engineer for the Boeing Company. He joined the SUVCW in 1997, basing his membership on the service of his g-g-grandfather, Pvt. Sylvester Alden, Co. D, 11th IA Inf. and 12 other Union ancestors. He served as chairman of the GAR Post Records Comm. (2003-04), Nat. Chief of Staff (2004-05 and 2006-07), and as Nat. Sec. for the last three years. He has also held leadership positions with the Allied Orders Central Region Assoc., Missouri Civil War Museum Project, and the Inter-Veterans Memorial Day Comm. for Jefferson Barracks Nat. Cemetery. He is also a member of the SAR, Order of Founders & Patriots of America, and the Society of Mayflower Descendants. Br. Gene joined the Sons in June 1997. Since then he’s held leadership positions in two Maryland Camps (Garfield Camp 1 and Meade Camp 5) and one Pennsylvania Camp (Gettysburg 112). Additionally, he’s active in Antietam Camp 3 in the Maryland Dept. He served as Dept. Sec/Treas. for four years and signals Officer for three. He is a Memorial University graduate Br. Mortorff was appointed Nat. Chief of Staff for 2007-08 and is now the Host Committee Chairman for the 2011 Nat. encampment in Reston, VA. He serves as Adjutant General of the SVR’s 3rd Military District and is a member of two subordinate units. He enlisted in the US Coast Guard in 1974 and retired as a lieutenant in 1995. He holds a BA and BS degree, as well as a teacher’s certification. The last 14 years, Br. Gene has taught Social Studies in Maryland middle and high schools. He is active in Scouting, SPEBSQSA and the F&AM. ELECTED TO COUNCIL OF ADMINISTRATION PDC Alan Russ of St. Francis, KS, was elected to a one-year term, filling the unexpired term of PDC Mellor, who was elected JVCinC. Br. Russ’ membership is based upon his great grandfather, Pvt. George Henry Russ, Co. I, 28th NJ Vol. Inf., and his great-great grandfather, Pvt. Henry Camp, Co. A, 71st NYSM. He also has three great-great-great uncles who served. He joined Old Abe Camp 16 in 1998, and served as Camp Co. in 2001. In 2002, he was elected KS DC. He has also served as Dept. Sec/Treas. and in several appointed Camp and Dept. positions. Since 2005, he served on the Dept. Encampment Comm., which helped bring the 2010 Nat. Encampment to Overland Park. Br. Russ has served on the Program and Policy Comm. Since 2003 and as the NMAL Coordinator since 2005. Incoming CinC Schall appointed him Nat. Chief of Staff. In 2010, Br. Russ retired as a USCG civilian IT Specialist. He retired from the Army Reserve in 2009 as CWO 2. Br. Russ has been married to wife Joyce for over 36 years. A. B. C. A.)
